黑龙江省农业科技园区评价指标体系构建

【摘要】:黑龙江省作为全国商品粮输出第一大省,其农业发展不仅关系到国家的粮食安全,更肩负着黑龙江省农民增收的重大责任。因此,全面衡量黑龙江省农业现代化水平具有重要意义。农业科技园区作为农业现代化进程中一面鲜明的旗帜更有着不可忽视的作用。为了加强对黑龙江省农业科技园区的宏观调控和整体监督,促使其健康有序的发展,我们就有必要构建一套黑龙江省农业科技园区评价指标体系,以便为园区的经营者以及政府的相关管理者,提供决策指导方法和科学的管理依据。本文开展了对黑龙江省农业科技园区评价指标体系的探讨,这一研究对黑龙江省农业的发展具有重大的意义。本研究通过文献研究法、比较分析与历史分析相结合、R聚类、因子分析法等研究方法。在参阅国内外众多学者的前期研究基础上对农业科技园区及其评价指标体系进行定义,并以经济增长极理论、系统工程理论、复合生态农业理论、高新技术改造传统农业理论等理论为研究基础,阐明了黑龙江省农业科技园区发展现状,对黑龙江省农业科技园区评价指标体系现状和问题进行了深入分析;在总结合肥和昌吉农业科技园区评价指标体系构建经验的基础上获得启示;运用R聚类对黑龙江省农业科技园区评价指标体系进行构建;并以哈尔滨国家农业科技园区为例,运用因子分析方法对数据进行实证分析;并指出在农业科技园区评价指标体系的实施过程中需要注意的问题。通过研究得出以下结论:(1)黑龙江省具有独特的区位发展优势,在农业科技园区的建设过程中取得了卓越的成绩,虽然园区建设评估指标体系在评定省级农业科技园区具有一定的作用,但运用于园区综合发展情况的评价有一定的欠缺,因此,要构建考虑园区发展全局的评价指标体系。(2)现有的指标体系主要存在指标评价标准缺乏权威性、指标体系评价范围过窄、指标权重的配置不合理、指标体系的可操作性不强等问题。(3)采用R聚类分析方法对指标进行剔除,再进行筛选,对黑龙江省农业科技园区评价指标体系进行构建。将指标分为园区基础建设能力、园区科技服务能力、园区经济效益发展、园区生态资源发展这四类系统层指标。(4)运用因子分析方法对构建的评价指标体系进行实证分析,分析结果与指标体系构建结果一致,表明指标体系具有可操作性,可用于实践中对黑龙江省农业科技园区综合发展情况的评价。(5)评价指标体系的运用过程中要遵循一定的原则,并且要与农业科技园区的考察方向一致,并且要尽可能涵盖园区发展的所有方向,注意指标体系的全面性和系统性。
[Abstract]:Heilongjiang Province, as the largest commodity grain export province in the country, its agricultural development is not only related to the country's food security, but also shoulders the great responsibility of increasing the income of farmers in Heilongjiang Province. It is of great significance to comprehensively measure the level of agricultural modernization in Heilongjiang Province. As a distinctive banner in the process of agricultural modernization, the agricultural science and technology park plays an important role. In order to strengthen the agricultural science and technology park of Heilongjiang Province, it can not be ignored. Regional macro-control and overall supervision, In order to promote its healthy and orderly development, it is necessary to set up a set of evaluation index system of Heilongjiang Agricultural Science and Technology Park, so as to serve the operators of the park and the relevant managers of the government. This paper discusses the evaluation index system of Heilongjiang Agricultural Science and Technology Park, which is of great significance to the development of Heilongjiang Province's agriculture. The comparative analysis and historical analysis are combined with R clustering, factor analysis and other research methods. On the basis of referring to the previous studies of many scholars at home and abroad, the agricultural science and technology park and its evaluation index system are defined, and the economic growth pole theory is used. Based on the theory of system engineering, the theory of compound ecological agriculture and the theory of high-tech transformation of traditional agriculture, this paper expounds the present situation of agricultural science and technology park in Heilongjiang Province. The present situation and problems of evaluation index system of agricultural science and technology park in Heilongjiang province were analyzed deeply, and the enlightenment was obtained on the basis of summing up the experience of constructing evaluation index system of agricultural science and technology park in Hefei and Changji. The evaluation index system of agricultural science and technology park in Heilongjiang Province is constructed by using R cluster, and the data are analyzed empirically by factor analysis method taking Harbin National Agricultural Science and Technology Park as an example. The paper also points out the problems that should be paid attention to in the process of implementing the evaluation index system of agricultural science and technology park. Through the research, the following conclusions are drawn: 1) Heilongjiang Province has the unique advantage of location development. Remarkable achievements have been made in the construction of agricultural science and technology park. Although the evaluation index system of park construction plays a certain role in the evaluation of provincial agricultural science and technology park, there are some deficiencies in the evaluation of the comprehensive development of the park. Therefore, to construct an evaluation index system that takes into account the overall situation of the park development, the existing index system mainly has the lack of authority of the evaluation standard, the narrow evaluation scope of the index system, and the unreasonable allocation of the index weight. The evaluation index system of Heilongjiang Agricultural Science and Technology Park is constructed by using R cluster analysis method to eliminate the index, and then to screen the index system. The index is divided into the basic construction capacity of the park, and the evaluation index system of agricultural science and technology park of Heilongjiang Province is constructed. The four kinds of systematical index, namely, the service ability of science and technology, the development of economic benefit and the development of ecological resources of the park, are analyzed empirically by the method of factor analysis, and the results are consistent with the results of the construction of the index system. It shows that the index system is operable and can be used to evaluate the comprehensive development of Heilongjiang Agricultural Science and Technology Park in practice. And should be consistent with the inspection direction of agricultural science and technology park, and should cover all directions of the park development as far as possible, pay attention to the comprehensive and systematic index system.
