本溪农发行支持“农业产业化”对策研究

【摘要】：农业产业化是我国农村经营体制机制的创新,是现代农业发展的方向、也是解决“三农”问题的重要手段。本溪处于辽宁东部,近年来,本溪依托生态和资源优势,通过政府引导和财政扶持,依托龙头企业带动,构建了以地域为主实施整体发展的农业产业化体系,打造了一批有着明显竞争力的特色产业,但由于农业农村金融服务体系尚待完善,农业自身风险高、周期长、收益性低等不利因素致使本溪一些发展势头良好的成长性企业资金短缺问题非常严重,影响了当地农业产业化水平的提高,出现了产业化发展对于资本的需求较大、而金融支持不够的问题。作为本溪地区唯一的一家农业政策性金融机构,本溪农发行支持本溪农业产业化的发展,责无旁贷,而现阶段中国农业发展银行本溪市分行在支持农业产业化方面存在诸多问题。本文概述了政策性金融与政策性金融机构的含义、职能、国际发展趋势、机构管理特征和中国农业发展银行的发展历程。通过文献分析法和实地调研法等研究方法,摸清了本溪地区农业产业化龙头企业基本情况,全面分析本溪农发行在金融支持农业产业化龙头企业过程中的结症,积极探索政策性金融对于农业产业整体水平提升的思路以及相关措施,在此基础上,形成农发行如何支持本地农业产业化大型企业的重点措施,并在政策层面提出了可行建议。力求在促进本溪农业产业化发展的同时,实现本溪农发行业务经营的健康稳定发展。
[Abstract]:Agricultural industrialization is the innovation of rural management system mechanism, the direction of modern agriculture development, and the important means to solve the problem of "agriculture, countryside and farmers". Benxi is located in the eastern part of Liaoning. In recent years, Benxi relies on its ecological and resource advantages. Through the guidance of the government and financial support, relying on the leading enterprises, the agricultural industrialization system with the overall development of the region as the main body has been constructed, and a number of characteristic industries with obvious competitiveness have been created. However, due to the unfavorable factors such as high risk, long period and low profitability of the agricultural rural financial service system, the shortage of funds for some growth enterprises with good development momentum in Benxi is very serious. This has affected the improvement of the level of local agricultural industrialization, resulting in a large demand for capital and insufficient financial support for the development of industrialization. As the only agricultural policy-oriented financial institution in Benxi, Benxi Agricultural Development Bank is duty-bound to support the development of Benxi's agricultural industrialization. At the present stage, Benxi Branch of the Agricultural Development Bank of China has many problems in supporting agricultural industrialization. This paper summarizes the meaning, function and international development trend of policy-oriented finance and policy-oriented financial institutions. The characteristics of institutional management and the course of development of the Agricultural Development Bank of China. The basic situation of leading enterprises in the agricultural industrialization in Benxi area has been found out by the methods of literature analysis and field investigation. On the basis of analyzing the problems of Benxi Agricultural Development Bank in the process of supporting leading enterprises in agricultural industrialization, and actively exploring the thinking and relevant measures of policy-oriented finance to improve the overall level of agricultural industry, The paper puts forward some feasible suggestions on how to support the large scale enterprises of local agricultural industrialization in order to promote the development of Benxi agricultural industrialization and realize the healthy and stable development of Benxi Agricultural Development Bank's business operation at the same time.
