精准扶贫制度体系设计与实施路径

【摘要】：政府主导下市场化精准扶贫是我国在扶贫工作新形势下所进行的重大理论创新与实践创新。本文在阐述政府主导下市场化精准扶贫核心内涵基础上,总结了我国精准扶贫的制度障碍与实施困境,从法律保障、动力激发与脱贫兜底三个方面论述了设计市场化精准扶贫制度体系的必要性和可行性,最后提出了确立贫困立体识别机制、健全扶贫监管考核体系、明确扶贫权利责任清单、促进扶贫政策制度创新的政府主导下的市场化精准扶贫实践路径。
[Abstract]:Under the guidance of the government the market precision poverty is carried out in our country in the new situation of poverty alleviation work under great innovation in theory and practice. In this paper, under the guidance of the government market precise poverty core connotation on the basis of summarizing the institutional obstacles to China's precise poverty alleviation and implementation difficulties, from the legal protection, and three aspects of motivation overall poverty discusses the necessity and feasibility of the design of the market precise poverty alleviation system, finally put forward to establish the three-dimensional poverty identification mechanism, poverty alleviation and improve supervision evaluation system, a clear list of rights and responsibilities to promote poverty alleviation, poverty alleviation policy system innovation under the guidance of the government market precise poverty practice path.
