长沙市望城区休闲农业发展现状与对策研究

【摘要】：当前,中国农村改革发展已进入关键阶段,2015年中央一号文件中强调要不断建设并完善农村基础设施,提高农民生活水平及生活保障,加大农村环境整治力度,提高农民生活条件,在城乡发展一体化的趋势下,加快推进社会主义新农村建设。休闲农业是休闲旅游业与传统农业结合的新兴产业,发展休闲农业是推动农业现代化建设和新农村建设的一项重要举措。近年来,随着生活水平的提高,城市居民越来越热衷于回到城郊优美的农村体验休闲农业项目,休闲农业已成为我国当前最重要的休闲旅游产业之一。望城区作为历史文化名城长沙近郊正在崛起的一座新城,休闲农业资源较为丰富,但是还存在开发缺乏政府主导和整体规划,项目单调雷同,市场引导和管理机制没有形成等诸多问题。因此,深入剖析其休闲农业发展的驱动机制、进行利用效率评价,对于优化望城区休闲农业布局,促进区域经济协调发展具有重要的理论价值和现实意义。本文对2014年长沙市望城区休闲农业发展的研究,以地理学、经济学和社会学等学科的相关理论为支撑,综合运用了实地调查法、主成分分析法和数据包络法等分析方法,较为系统地开展了望城区休闲农业发展模式的现状、存在的问题、发展驱动机制和效益评价以及发展对策等方面的研究。研究结果表明：(1)目前,望城区休闲农业企业的基础服务设施完善程度较低；休闲农业的特色定位不准确,缺乏自身优势；休闲农业的规划布局不尽合理,不利于持续健康发展；(2)年营业收入、从业人数和带动农户数是望城区休闲农业发展的主要驱动因素；推动休闲农业的发展,不仅要带动营业收入,同时增加从业人员数量,特别是失地农民的就业问题更要得到妥善解决；(3)休闲农业的整体效率偏低,从业技术人员均存在冗余,需要重视示范点的技术水平提升与管理能力和服务质量提升的同步,休闲农业要素总类存在冗余,需要减少经营要素的总类,突出自身的特色实现规模发展；(4)提出强化政府引导,促进休闲农业有序发展；建设并完善相关保障设施,促进休闲农业健康有序发展；借助本土化优势,推出本土化品牌,促进休闲农业长久发展；提高农业种植综合水平,促进休闲农业快速发展；完善农业保障体系,促进休闲农业平稳发展等策略。
[Abstract]:At present, China's rural reform and development has entered a critical stage. In the first document of the Central Committee in 2015, it was stressed that we should constantly build and improve rural infrastructure, improve farmers' living standards and guarantee their lives, and intensify efforts to improve the rural environment. To improve farmers' living conditions and accelerate the construction of a new socialist countryside under the trend of integration of urban and rural development. Leisure agriculture is a new industry combining leisure tourism with traditional agriculture. The development of leisure agriculture is an important measure to promote the modernization of agriculture and the construction of new countryside. In recent years, with the improvement of living standards, urban residents are more and more eager to return to the beautiful rural areas in the suburbs to experience leisure agriculture projects. Leisure agriculture has become one of the most important leisure tourism industries in our country. However, there are still many problems in the development, such as lack of government leading and overall planning, monotonous project, lack of market guidance and management mechanism, etc. Therefore, the driving mechanism of leisure agriculture development is deeply analyzed, and the utilization efficiency is evaluated. It is of great theoretical value and practical significance to optimize the layout of leisure agriculture in Wangcheng District and promote the coordinated development of regional economy. In 2014, this paper studies the development of leisure agriculture in Wangcheng District of Changsha City. Based on the related theories of economics and sociology, this paper makes use of the methods of field investigation, principal component analysis and data envelopment analysis, and systematically develops the present situation and existing problems of leisure agriculture development model in Wangcheng District. The research results show that, at present, the basic service facilities of leisure agricultural enterprises in Wangcheng area are relatively low, the characteristic orientation of leisure agriculture is not accurate, and they lack their own advantages. The planning and distribution of leisure agriculture is not reasonable, which is not conducive to the sustainable and healthy development of business income. The number of employees and the number of farmers are the main driving factors for the development of leisure agriculture in urban areas, and the development of leisure agriculture is promoted. It is necessary not only to promote business income, but also to increase the number of employees, especially the employment problem of landless farmers. The overall efficiency of leisure agriculture is on the low side. It is necessary to pay attention to the synchronization between the technological level improvement of demonstration sites and the improvement of management ability and service quality. The total category of leisure agriculture elements is redundant and the total categories of management elements need to be reduced. Highlight their own characteristics to achieve scale development) proposed to strengthen government guidance to promote the orderly development of leisure agriculture; to build and improve the relevant security facilities to promote the healthy and orderly development of leisure agriculture; to use the advantages of localization, to promote the localization of brands, Promote the long-term development of leisure agriculture; improve the comprehensive level of agricultural planting, promote the rapid development of leisure agriculture; improve the agricultural security system, promote the smooth development of leisure agriculture and other strategies.
