潍坊市现代农业发展现状及对策研究

【摘要】：进入新世纪以来,随着经济社会的发展,科技的进步,对潍坊这样传统意义上的农业强市来说,农业农村发展怎样实现新突破,就成为整个经济社会和谐发展的关键因素,在多年组织实施农业产业化的实践基础上,不断把潍坊现代农业的发展推向更高层、更新领域,赋予更多使命,承载更多内容,已经刻不容缓地摆在了潍坊农业发展的头等地位,需要认真加以分析和研究。论文第一部分,提出了研究背景,目的和意义,研究的思路和用到的具体方法,并对现代农业国内外的研究动态进行了评述;第二部分,分析了潍坊市现代农业发展现状、发展过程中存在的问题及在发展现代农业方面存在的优势;第三部门,分别从国内、国外选取三个现代农业发展实例,分析总结了国内外现代农业发展的实践启示;第四部门,从潍坊现代农业发展现状和实际出发,对潍坊市发展现代农业的思路、原则、目标任务、发展定位进行了规划分析;第四部分,针对潍坊市现代农业发展中存在的问题,提出了培育和再创潍坊市农业发展新优势的对策建议。论文认为,依据潍坊市在现代农业发展过程中的现状和存在的问题,应大力加强农业品牌建设,深入推进农业转方式、调结构,大力发展优质、高质、高效农业,促进全市农业农村经济生态、低碳、可持续发展。主要是通过实施高效生态农业园区示范工程,提升农业产业化发展水平;实施龙头企业示范带动工程,壮大农业产业化经营主体;实施市场开拓示范工程,拓宽农业产业化发展空间;实施便农服务示范工程,优化农业产业化发展环境;实施农业组织化示范工程,增强农业产业化竞争优势。论文对潍坊市发展现代农业提出了具体的对策建议,有五个方面:一是大力推进实施潍坊农业的品牌战略;二是强力推进农业“四化”实施;三是切实加强农业信息化建设;四是积极推动现代观光农业发展;五是夯实农业产业保障体系。潍坊市农业发展潜力巨大,农业产业化起步较早,发展水平也比较高,通过认真研究潍坊市农业现代化发展思路和对策,不断提高农业现代化的整体水平,对促进“四个潍坊”建设具有重大而深远的意义。
[Abstract]:Since entering the new century, with the development of economy and society and the progress of science and technology, how to realize the new breakthrough in the development of agricultural countryside has become the key factor for the harmonious development of the whole economy and society for the agricultural strong city in the traditional sense of Weifang. On the basis of the practice of organizing and implementing agricultural industrialization for many years, Weifang has continuously pushed the development of modern agriculture to a higher level, updated its fields, given more missions and carried more content. The first part of the paper puts forward the background, purpose and significance of the research, the thinking of the research and the specific methods used. The second part analyzes the current situation of the development of modern agriculture in Weifang, the problems in the development process and the advantages in the development of modern agriculture. This paper selects three examples of modern agriculture development abroad, analyzes and summarizes the practical enlightenment of the development of modern agriculture at home and abroad. 4th departments, starting from the present situation and reality of the development of modern agriculture in Weifang, analyzes the ideas and principles of the development of modern agriculture in Weifang. Part 4th, aiming at the problems existing in the development of modern agriculture in Weifang, puts forward the countermeasures and suggestions to cultivate and recreate the new advantages of agricultural development in Weifang. According to the present situation and existing problems in the development of modern agriculture in Weifang, we should strengthen the construction of agricultural brand, promote the transformation of agriculture deeply, adjust the structure, and vigorously develop high quality, high quality and high efficiency agriculture. To promote the city's agricultural and rural economic ecology, low-carbon and sustainable development, mainly through the implementation of an efficient eco-agricultural park demonstration project to enhance the level of agricultural industrialization development; the implementation of leading enterprises demonstration drive project, To strengthen the main body of agricultural industrialization management; to carry out the demonstration project of market development and widen the space for the development of agricultural industrialization; to implement the demonstration project of serving agriculture to optimize the development environment of agricultural industrialization; to implement the organized demonstration project of agriculture; To strengthen the competitive advantage of agricultural industrialization, the paper puts forward specific countermeasures and suggestions for the development of modern agriculture in Weifang city. There are five aspects: one is to vigorously promote the implementation of the brand strategy of Weifang agriculture, the other is to vigorously promote the implementation of the "four modernizations" of agriculture; Third, to strengthen the construction of agricultural informatization; fourth, to actively promote the development of modern tourism agriculture; and fifth, to consolidate the agricultural industry security system. Weifang has great potential for agricultural development, the agricultural industrialization started earlier, and the level of agricultural development is relatively high. It is of great and far-reaching significance to promote the construction of "four Weifang" by studying seriously the development ideas and countermeasures of agricultural modernization in Weifang and continuously improving the overall level of agricultural modernization.
