淮安市稻米产业化组织模式比较分析

【摘要】:农业产业化是实现农业转型升级的重要途径,是促进农业现代化建设的重要抓手,更是促进农民增收,带动农民致富的必由之路。淮安市大力推进农业产业化经营,尤其稻米生产、加工、流通日益活跃。全市现有稻米加工企业近600家,全市稻米企业年加工能力达140万吨左右。年加工外(市外)销成品米75万吨以上,外销稻谷30万吨左右,涌现出国瑞、永泰、太粮等一批优秀稻米加工龙头企业。论文试图通过对国瑞、永泰等龙头企业成功经验的研究,尤其是剖析稻米加工企业与农民利益连接组织模式,得出较不同组织形式之间运行机制的异同,提出促进农产品加工产业发展和农民有效增收的最佳结合模式,有效促进准安从农业大市向农业强市转变。通过对3大类10小类稻米产业化经营组织模式比较分析和组织模式影响因素的剖析以及对国瑞、永泰、农垦集团白马湖农场稻米加工企业的实证分析,得出以下结论:稻米产业化经营组织模式的选择是一个"动态择优"的过程;新型农业经营主体、电子商务等信息技术、合作信誉、稻米产品的专用性和专用性资产都会对稻米产业化经营组织模式选择产业生一定影响;多元模式在今后一段时期仍占有主导地位,从中间组织的发展趋势来说,合作社、电商平台、技术服务组织发展前景较好;稻米产业化经营组织模式受当地经济社会发展水平制约,在选择稻米产业化组织经营模式时,要根据当地农业生产的特点、市场经济发展程度、农业科技发展水平等因素来综合考虑,选择适合当地发展的经营模式。针对淮安稻米产业化发展,提出如下政策建议:设立专项扶持资金,引导企业开展三产融合发展,延伸产业链条,提高农业附加值;要集中力量打造"淮安大米"品牌,推进大米标准化生产,不能各自为政,导致品牌杂,知名度低,影响小;在国家许可的农机补贴范围内,加大对烘干机、收割机等与农业产业化的农业机械补贴力度,提高龙头企业和农户购买专用资产的积极性,更好的提升生产质量和效益,促进龙头企业和农户稳定的合作;加快农业电商平台、技术服务组织、农村合作社等中间组织的培育;加快建立新型职业农民制度,培育一支"数量充足、结构合理、素质优良"的新型职业农民队伍,加快发展稻米家庭农场,打造传统农户家庭经营模式的升级版。
[Abstract]:Agricultural industrialization is an important way to realize the transformation and upgrade of agriculture, an important grasp to promote the construction of agricultural modernization, and the only way to promote farmers' income and to become rich. In particular, rice production, processing and circulation are increasingly active. There are nearly 600 rice processing enterprises in the city, and the annual processing capacity of rice enterprises in the whole city is about 1.4 million tons. A number of outstanding rice processing leading enterprises such as Rui, Yongtai and Taifang have emerged. This paper attempts to study the successful experiences of leading enterprises such as Guorui and Yongtai, especially to analyze the organization model of rice processing enterprises connecting with farmers' interests. The differences and similarities of the operation mechanism among different organizational forms are obtained, and the best combination mode to promote the development of agricultural product processing industry and the effective increase of farmers' income is put forward. Through the comparative analysis of the organization models of the industrialized management of 3 categories and 10 small categories of rice and the analysis of the influencing factors of the organization model, as well as to the Guorui, Yongtai, and Yongtai, we can effectively promote the transformation from the big agricultural city to the strong agricultural city. The empirical analysis of the rice processing enterprises in Baimahu Farm of Agricultural Reclamation Group has drawn the following conclusions: the choice of the organization mode of rice industrialization is a process of "dynamic selection", the main body of new agricultural management, electronic commerce and other information technology, etc. The cooperative reputation, the specificity of rice products and the special assets will have a certain impact on the selection of rice industrialization organization model, and the pluralistic model will still play a leading role in the future, as far as the development trend of the intermediate organization is concerned, Cooperatives, ecommerce platforms and technical service organizations have better prospects for development; the rice industrialization management and organization model is restricted by the level of local economic and social development. When selecting the rice industrialization organization and management model, it is necessary to take into account the characteristics of local agricultural production. The degree of market economy development, the level of agricultural science and technology development and other factors should be considered comprehensively, and the management mode suitable for local development should be chosen. In view of the industrialization development of rice in Huaian, the following policy suggestions are put forward: establishing special support fund, To guide enterprises to develop the integration of three industries, extend the industrial chain, improve the agricultural added value, concentrate on building the "Huaian rice" brand, promote the rice standardized production, and not do their own things, leading to miscellaneous brands, low visibility and little influence; Within the scope of the agricultural machinery subsidies approved by the state, we should increase subsidies to dryers, harvesters, and other agricultural machinery related to agricultural industrialization, increase the enthusiasm of leading enterprises and farmers to purchase special assets, and better improve the quality and efficiency of production. To promote stable cooperation between leading enterprises and farmers; to speed up the cultivation of agricultural e-commerce platforms, technical service organizations, rural cooperatives and other intermediate organizations; and to speed up the establishment of a new type of professional farmer system to foster a "sufficient number and reasonable structure," A new type of professional farmers with good quality speeds up the development of rice family farms and builds an upgraded version of the traditional peasant household management model.
