量力钢材城片区土地整理项目实施方案研究

【摘要】:传统的土地整理工作周期长、见效慢、土地收益低,同时自身需筹集大量的资金进行拆迁安置,在现今资金形势严峻,金融机构普遍紧缩银根的情况下,加之本文中所提及的土地收益受成都市、金牛区分成的影响,工作推进难度巨大,实得收益减少,因此就如何保证土地收益最大化,又能促进土地资源的良性运转,实现可持续发展,有待较深入的研究。目前,在成都市储备用地的拍卖过程中,就如何实现土地资源可持续发展、获取收益最大化等方面研究的较少,而在实际应用中,土地上市大多需自筹资金采用招拍挂的方式来完成,并未更多考虑资产良性运转和土地的可持续利用。本文以成都市金牛区量力钢材城片区土地整理工作产生的背景与研究目的开篇,重点阐述了项目实施的内部和外部环境、实施的计划与管理、方案的比选以及市场、社会效益和风险评估等方面的研究。本文的核心是选用土地作价入股的方式来进行土地整理工作,与最终的投资方联建自持物业获取资产,经过反复比较筛选,选用了常用的三种项目管理模式:筹资完成土地整理,采用招拍挂方式出让模式,采用基准地价挂牌、成本价结算、现金与实物分配相结合的模式以及统筹整体成本,实物弥补差额的模式,深入分析和比较三种模式的内容和方式方法,确定了各种模式的选择依据及优缺点,通过方案的最优选择,协调并争取到了市、区政府职能部门的支持配合,一方面获取了优质的商业资产,另一方面避免了市区的分成,使土地收益最大化,为今后的土地整理项目提供了宝贵的经验,并提供了相应的借鉴。本文通过对量力钢材城片区土地的整理工作的研究,得出以下结论:采用基准地价挂牌、成本价结算、现金与实物分配相结合的方式,对量力钢材城片区实施土地整理工作。
[Abstract]:The traditional land consolidation work cycle is long, the effect is slow, and the land income is low. At the same time, they need to raise a lot of funds for demolition and resettlement. In addition, the land income mentioned in this paper is affected by the division of Chengdu and Jinniu districts, so it is very difficult to advance the work, and the actual income is reduced. Therefore, how to ensure the maximization of land income and promote the benign operation of land resources, At present, in the auction process of the reserve land in Chengdu, there are few researches on how to realize the sustainable development of land resources and maximize the income, but in the practical application, there is little research on how to realize the sustainable development of land resources and maximize the income. Most of the land listing needs to be completed by self-financing. No more consideration has been given to the benign operation of assets and the sustainable use of land. This paper begins with the background and research purpose of land consolidation in Jinniu District of Chengdu, focusing on the internal and external environment for the implementation of the project. Implementation of the plan and management, program selection, market, social benefits and risk assessment, etc. The core of this paper is to select the land price to purchase shares to carry out land consolidation, After repeated comparison and selection, three commonly used project management models are selected: land consolidation through fund-raising, transfer mode by auction and hanging mode, benchmark land price listing, etc. Cost price settlement, cash and physical distribution model, as well as overall cost, physical compensation for the difference model, in-depth analysis and comparison of the content and methods of the three models, determine the basis for the selection of various models and advantages and disadvantages, Through the optimal selection of the scheme, coordination and cooperation with the functional departments of the municipal and district governments, on the one hand, they have obtained high-quality commercial assets, on the other hand, they have avoided the division of urban areas and maximized the land revenue. It provides valuable experience for the future land consolidation project, and provides the corresponding reference. Through the research on the land consolidation work in the area of Li-li Steel City, this paper draws the following conclusions: the benchmark land price is listed, and the cost price is settled. The combination of cash and physical distribution, the implementation of land consolidation work.
