贵州白市水电站库区农业可持续发展制约因素及对策研究

【摘要】:白市水电站库区是连片的少数民族贫困山区,是典型的农业主导型库区,在我国的库区农业发展中具有较强的代表性。本研究有利于白市水电站库区的生态环境优化,实现库区农业发展与保护环境的双向协调,实现资源与环境的开发、利用和保护有机的结合;在解决人地矛盾的同时能够满足农业发展需要,引导库区农业产业变革和农业技术的更新升级,有利于促进库区农业向集约式增长方式转变;能够逐步缩小库区县域之间农业经济发展的差距,避免社会不稳定、区域不协调问题出现,减少库区移民安置而产生的不稳定因素,并且有利于该地区全面小康社会目标的实现。本文白市水电站库区为研究对象,从农业可持续发展相关理论概述入手,从农业资源与环境、农业经济、农村社会、农业科技四个方面系统对当前库区农业可持续发展的概况进行了描述浅析,系统分析了库区农业可持续发展存在的问题:在农业生态环境方面是农业面源污染、水土流失和生态环境破坏;在农业自然资源方面是人地矛盾尖锐和库区环境容量不足;农业经济方面是农民收入偏低和农业产业化不高;农村社会方面是劳动力素质偏低和后续支持政策乏力;农业科技方面是科研条件差和科研转换率低。运用相关知识提出了库区农业可持续发展保障措施,具体为:发展优势种植业、生态养殖业和特色旅游农业;控制农业面源污染,改善生态环境;完善农业可持续发展的市场配套机制;建立健全科技服务体系,提高科技推广应用率;发挥经济组织作用,推动农业产业化经营;服务、保障、扶持三结合,发挥政府主导作用。以期为解决贵州省乃至全国类似地区在农业可持续发展中遇到的问题提供有益的参考借鉴。
[Abstract]:The Baishi Hydropower Station Reservoir area is a poverty-stricken mountainous area of minority nationalities and a typical agriculture-oriented reservoir area, which has a strong representative in the agricultural development of the reservoir area in China. This study is conducive to the optimization of the ecological environment of the Baishi Hydropower Station Reservoir area. To realize the two-way coordination between agricultural development and environmental protection in the reservoir area, to realize the development of resources and environment, to combine utilization with protection, to solve the contradiction between man and land, and to meet the needs of agricultural development, Guiding the reform of agricultural industry and the upgrading of agricultural technology in the reservoir area will help promote the transformation of agriculture in the reservoir area to intensive growth mode, gradually narrow the gap of agricultural economic development among counties in the reservoir area, and avoid social instability. The problem of regional disharmony appears, which reduces the unstable factors caused by the resettlement of immigrants in the reservoir area, and is conducive to the realization of the goal of a well-off society in this area. This paper takes the reservoir area of Baishi Hydropower Station as the research object. Based on the overview of agricultural sustainable development theory, this paper describes and analyzes the current situation of agricultural sustainable development in the reservoir area from four aspects: agricultural resources and environment, agricultural economy, rural society, and agricultural science and technology. The problems existing in the sustainable development of agriculture in the reservoir area are systematically analyzed, such as agricultural non-point pollution, soil erosion and ecological environment damage in the agricultural ecological environment, sharp contradiction between man and land and insufficient environmental capacity in the reservoir area in terms of agricultural natural resources. In the aspect of agricultural economy, the peasants' income is on the low side and the agricultural industrialization is not high, the rural social aspect is the low quality of the labor force and the weakness of the subsequent supporting policies. In the aspect of agricultural science and technology, the scientific research condition is poor and the scientific research conversion rate is low. Using relevant knowledge, this paper puts forward some measures to guarantee the sustainable development of agriculture in the reservoir area, which are: developing superior planting industry, ecological breeding industry and characteristic tourism agriculture, controlling agricultural non-point source pollution, To improve the ecological environment; to perfect the market supporting mechanism for the sustainable development of agriculture; to establish and improve the service system of science and technology, to increase the application rate of science and technology extension; to give full play to the role of economic organizations in promoting the industrialization of agriculture; to provide services, guarantee and support the three combinations, The purpose of this paper is to give full play to the leading role of the government in order to provide a useful reference for solving the problems encountered in the sustainable development of agriculture in Guizhou province and even in the similar areas of the whole country.
