【摘要】：正针对过去脱贫中存在的组织引领能力不强、脱贫攻关思路不清、结对帮扶效果不佳、群众持续增收困难等问题,四川省开江县集思广益,探索出一条精准扶贫的新路子,那就是让党建引领扶贫,通过"联合党建"脱贫致富,让贫困户住上好房子、过上好日子。强带弱、富带穷是中国特色的扶贫模式,其组织动员形式非常关键。开江县根据本地的实际,组建了联合党委来引领扶贫,探索出企业帮穷村、强村带弱村的办法,走出了一条扶贫新路。其具体做法是:坚持"乡镇统筹、以强带弱、以富带穷、
