家庭生命周期视角下农村劳动力非农转移的影响因素分析——基于湖北省的调查数据

【摘要】：本文构建了一个适合中国农村情境的家庭生命周期阶段划分标准,依据家庭人口特征将家庭划分为起步期、抚养期、负担期、稳定期、赡养期和空巢期6个阶段,并基于可持续生计分析框架,利用2016年湖北省农村调查数据,对处于不同生命周期阶段的农村家庭劳动力非农转移的影响因素进行了分析。结果表明,家庭生命周期对农村劳动力非农转移有显著影响,相比于起步期家庭,其他生命周期阶段家庭发生劳动力非农转移的概率更大。不同生命周期阶段的农村家庭劳动力非农转移的影响因素有明显差异,起步期家庭的劳动力非农转移概率受人均土地经营面积的负向影响;家庭规模大、人口负担系数小、有劳动力接受了专业技能培训的抚养期家庭、负担期家庭和稳定期家庭,其劳动力非农转移概率高;抚养期家庭的劳动力非农转移概率还受户主年龄和生产性固定资产数量的负向影响,而负担期家庭的劳动力非农转移概率还受户主年龄的正向影响以及人均土地经营面积、密切来往的家庭户数的负向影响,稳定期家庭的劳动力非农转移概率则还受劳动力平均受教育年限和生产性固定资产数量的负向影响;赡养期家庭的劳动力非农转移概率则受人口负担系数和生产性固定资产数量的负向影响。因此,实践中执行相关就业政策时,应根据农村家庭所处生命周期不同阶段的规律和特点,采取促进农村劳动力非农转移的精准激励措施。
[Abstract]:In this paper, we construct a standard for the classification of family life cycle stages in rural China. According to the characteristics of the family population, the family is divided into six stages: starting period, upbringing period, burden period, stable period, support period and empty nest period. Based on the framework of sustainable livelihood analysis and using the rural survey data of Hubei Province in 2016, this paper analyzes the influencing factors of non-farm labor transfer in rural households at different life cycle stages. The family life cycle has a significant effect on the rural labor force transfer, compared with the beginning of the family, In other life cycle stages, the probability of non-agricultural labor transfer in families is higher than that in other life cycle stages, and the influencing factors of non-agricultural labor transfer in rural households in different life cycle stages are obviously different. The probability of non-agricultural labor transfer of families in the initial period is negatively affected by the per capita land management area; the family size is large, the population burden coefficient is small, and there are dependent families with labor force trained in professional skills, families with burden periods and stable families. The probability of non-agricultural transfer of labor force is high, and the probability of non-agricultural transfer of labor force in dependent families is also negatively affected by the age of head of household and the quantity of productive fixed assets. However, the probability of non-farm labor transfer of households in the burden period is also positively affected by the age of the head of household, the area of land management per capita, and the number of households that travel closely. The probability of non-agricultural labor transfer in stable families is also affected by the average number of years of education and the quantity of productive fixed assets. The probability of non-farm labor transfer in dependent families is negatively affected by the population burden coefficient and the quantity of productive fixed assets. Therefore, in practice, when implementing relevant employment policies, According to the laws and characteristics of different stages of the life cycle of rural families, the precise incentive measures should be taken to promote the transfer of rural labor force from agriculture to agriculture.
