来宾市现代农业发展问题研究

【摘要】：本文以现代农业理论为指导,在调查分析来宾市农业发展现状的基础上,通过构建来宾市现代农业发展水平评价指标体系,以来宾市2004年至2013年十年间的相关数据为依据,计算各评价指标实际值,利用模型客观对来宾市现代农业发展水平进行定量评价,测算其发展阶段并通过指标评价值分析找出其发展进程中存在的不足和问题,进而提出来宾市现代农业发展的提升对策和建议。主要结论有：(1)建立来宾市现代农业发展水平评价指标体系。整个评价指标体系共4个层次,分为7项一级指标、30项二级指标和60项辅助指标。其中一级指标包括：农业经济结构水平、农业投入水平、农业产出水平、农业科技保障水平、农业社会经济水平、农业社会服务水平、农业可持续发展水平。(2)2004-2013年来宾市现代农业发展水平分别处于两个阶段：2004-2011年间处于现代农业准备实现阶段,2012-2013年间已经由准备实现阶段过渡到了初步实现阶段,但仅处于初步实现阶段的起点。(3)在2013年7项一级指标评价结果中,有2项指标处于现代农业基本实现阶段,2项指标处于初步实现阶段,其余3项处于准备实现阶段,指标评价值排序为：农业产出水平(0.8657)农业可持续发展水平(0.7727)农业社会经济水平(0.6024)农业科技保障水平(0.5618)农业投入水平(0.2726)农业经济结构水平(0.2146)农业社会服务水平(0.1202)。(4)通过评价结果分析,得出来宾市现代农业发展目前仍存在产业结构不合理、产业化程度低、科技水平及创新能力不强、市场化程度低、农业基础设施薄弱设备缺乏、.优质品牌尚未树立等问题；(5)针对问题提出包括调整产业产品结构、促进产业化经营、做好科技创新与成果转化、推进市场化进程、加强基础设施建设、提升农业品牌影响力六个方面的具体提升对策和建议。
[Abstract]:Under the guidance of modern agricultural theory and on the basis of investigation and analysis of the present situation of agricultural development in Laibin City, this paper constructs an evaluation index system for the level of modern agricultural development in Laibin City, based on the relevant data from 2004 to 2013 in Laibin City. The actual value of each evaluation index is calculated, the development level of modern agriculture in Laibin city is evaluated quantitatively by using the model, the stage of its development is calculated, and the shortcomings and problems in the development process are found out through the analysis of the evaluation value of the index. Finally, the countermeasures and suggestions for the development of modern agriculture in Laibin city are put forward. The main conclusions are: 1) establishing the evaluation index system of the development level of modern agriculture in Laibin city. It is divided into 7 primary indicators, 30 secondary indicators and 60 supplementary indicators, among which the first grade indicators include: agricultural economic structure level, agricultural input level, agricultural output level, agricultural science and technology security level, agricultural social and economic level, The level of agricultural social service, the level of agricultural sustainable development and the level of modern agricultural development in Laibin City from 2004 to 2013 are in two stages respectively: the stage of modern agricultural preparation and realization from 2004 to 2011. In 2012-2013, the level of agricultural sustainable development has transitioned from the stage of preparation to the stage of initial realization. In 2013, 2 of the 7 primary indicators were in the basic realization stage of modern agriculture and 2 were in the initial stage of realization, and the remaining 3 were in the stage of preparation for realization. The order of index evaluation value is: agricultural output level 0.8657) agricultural sustainable development level 0.7727) agricultural socio-economic level 0.6024) agricultural science and technology guarantee level 0.5618) agricultural input level 0.2726) agricultural economic structure level 0.2146) agricultural social service level 0.1202n. After the analysis of the results of evaluation, It is concluded that the development of modern agriculture in Laibin still has unreasonable industrial structure, low degree of industrialization, weak scientific and technological level and innovation ability, and low degree of marketization. In view of the problems, such as adjusting the structure of industrial products, promoting industrial management, doing a good job of scientific and technological innovation and transformation of achievements, and promoting the process of marketization, Strengthen the construction of infrastructure, enhance the impact of agricultural brands in six aspects of specific countermeasures and suggestions.
