完善现代农业科技政策支持的对策研究

【摘要】：农业的问题是我国社会主义建设问题中的相当重要的一项,不仅关系到社会主义的现代化问题,还关系到人民的生计和国家在建设过程中的长治久安。我国的农业发展在国际上有一席之地,除了要解决十多亿人口的吃饭问题,还和世界上现代农业的发展息息相关。而发展现代农业科技政策也是完善我国科技政策的重要组成部分,发展现代农业只有科学、高效的政策体系的指引、监督、约束才能实现现代农业的高速发展。但是,由于我国现代农业在科技上和政府出台的政策的体系上有众多不足,导致现代农业发展十分缓慢。本文将研究点放在现代农业有什么内涵方面,把现代农业提炼为：现代农业是将科技转化成生产力,运用现代的管理方式,实现增产、增加经济效益和可持续发展、环境保护的双重目的的农业生产模式。深度的探究现代农业在发展上的特点,影响因素,以及作用途径,为现代农业的科技政策的继续完善打下坚实的基础。本文以不同地区对现代农业的财政投入、人才培养作为划分依据,将我国现代的农业分为现代农业发展发达地区,中等发达地区和落后地区三部分,分别以国内现代农业发展不同程度区域的农业科技政策作为研究,联系世界上现代农业发达的国家的农业在科技和政策方面的经验,从我国现代农业科技政策制定、执行、监督三个方面提出具体意见。
[Abstract]:The problem of agriculture is one of the most important problems in the socialist construction of our country. It is not only related to the problem of socialist modernization, It also has a bearing on the livelihood of the people and the long-term stability of our country in the process of building our country. Our agricultural development has a place in the world, in addition to solving the problem of feeding more than one billion people. It is also closely related to the development of modern agriculture in the world. And the development of modern agricultural science and technology policy is also an important part of perfecting our country's science and technology policy. The development of modern agriculture has only the guidance and supervision of a scientific and efficient policy system. Constraints are the only way to achieve the rapid development of modern agriculture. However, because of the many deficiencies in science and technology and the policy system of the government, China's modern agriculture has many shortcomings. As a result of the slow development of modern agriculture, this paper focuses on the connotation of modern agriculture and refines modern agriculture into: modern agriculture is to transform science and technology into productive forces, to use modern management to achieve production increase. An agricultural production model with the dual purpose of increasing economic benefits and sustainable development and environmental protection. The characteristics, influencing factors, and ways of action of modern agriculture in development are explored in depth. Based on the financial input from different regions and the cultivation of talents, the modern agriculture of our country is divided into the developed areas of modern agriculture. In the three parts of the middle developed region and the backward region, the agricultural science and technology policies of the regions with different degrees of domestic modern agricultural development are taken as the research, respectively, and the agricultural science and technology and policy experiences of the modern agricultural developed countries in the world are linked. From our country modern agriculture science and technology policy formulation, the implementation, the supervision three aspects puts forward the concrete opinion.
