明溪县淮山产业化发展策略研究

【摘要】：农业产业化是农业现代化的重要表现形式和发展趋势,已经成为全球农业发展的共同潮流,是我国城镇化建设必不可少的重要力量,更是解决“三农”问题的有效手段。在“十二五”规划区的良好发展的基础上,明溪县政府明确提出要加快农业发展,促进农业生产的标准化和规模化发展,大力发展县域特色农业。淮山作为明溪县的优势特色农产品之一,随着淮山产业在明溪县的发展壮大,已成为当地农民增收致富的主导产业,因此,开展关于明溪淮山产业化发展的研究对指导明溪县淮山产业化发展具有十分重要的现实意义。文章以农业产业化发展理论为基础,分析了明溪淮山产业化发展的现状,发现明溪淮山产业化发展初步形成了龙头企业+专业基地的组织模式,但明溪淮山产业化发展中还存在一系列的问题。从整体看,明溪淮山产业化发展面临着组织模式单一且水平不高,农业市场化程度低,市场机制不健全,龙头企业带动作用不突出等问题。具体来讲,淮山产业种植自身存在科技水平低、受季节影响较大、信息闭塞等问题,另一方面还受到农户的组织化程度低、人才缺乏、社会服务体系不足等因素的制约,最后文章更进一步地分析了金融支持、土地流转和农产品流通因素对明溪淮山产业化发展的制约。如何构建适合明溪当地的产业组织模式是明溪淮山产业化可持续发展面临的首要问题。本文结合明溪淮山产业所处的社会经济发展状况和优势及淮山产业发展过程中存在的问题,探索明溪淮山产业化发展的组织模式选择。从深化土地制度改革、完善农村金融支农体系、改善农产品流通体制、提高农业信息化建设和加大农业科技投入力度等方面提出了推动明溪淮山产业化发展的对策建议。
[Abstract]:Agricultural industrialization is an important manifestation and development trend of agricultural modernization. It has become the common trend of global agricultural development and an indispensable and important force in the construction of urbanization in China. On the basis of the good development of the 12th Five-Year Plan area, the government of Mingxi County has clearly proposed to speed up agricultural development and promote the standardization and large-scale development of agricultural production. Huai Mountain, as one of the dominant agricultural products in Minxi County, has become a leading industry for local farmers to increase income and become rich with the development of Huaishan industry in Mingxi County. It is of great practical significance to carry out the research on the development of Huaishan industrialization in Mingxi County. Based on the theory of agricultural industrialization, this paper analyzes the present situation of the industrialization of Huaishan Mountain in Mingxi County. It is found that the development of Huaishan industrialization in Mingxi has initially formed the organization mode of leading enterprise specialized base, but there are still a series of problems in the industrialization development of Mingxi Huai Mountain. The industrialization development of Huaihe Mountain in Mingxi is faced with the problems of single and low level of organization, low degree of marketization of agriculture, imperfect market mechanism and unprominent leading role of leading enterprises. To be specific, the level of science and technology of Huaishan industry planting itself is low. Influenced by the season, the information is blocked, on the other hand, it is restricted by the low degree of organization of farmers, the lack of talents, the insufficiency of social service system and so on. Finally, the article further analyzes the financial support. The factors of land circulation and agricultural product circulation restrict the industrialization development of Mingxi Huai Mountain. How to construct the suitable industrial organization mode of Mingxi is the most important problem for the sustainable development of Mingxi Huai Mountain industrialization. The social and economic development conditions and advantages of Huai Mountain industry and the problems existing in the process of development of Huai Mountain industry, To explore the choice of organizational model for the industrialization development of Huaishan Mountain in Mingxi, to deepen the reform of land system, to improve the system of supporting agriculture in rural finance, and to improve the circulation system of agricultural products, The countermeasures and suggestions for promoting the industrialization of Mingxi Huai Mountain are put forward in the aspects of improving the construction of agricultural informatization and increasing the input of agricultural science and technology.
