广西贫困户参与农民合作社意愿研究

【摘要】：改革开放以来,我国实施扶贫开发使7亿农村贫困人口摆脱贫困,取得了举世瞩目的伟大成就。但这种依托外在能量的贫困治理虽取得辉煌成果,但实际上尚未真正激发贫困地区的内在发展活力使得扶贫工作具有较大局限性。因此要取得扶贫攻坚战的伟大胜利,必须发挥其内在动力,即发挥贫困群众的主体作用。想要发挥贫困群众的主体作用,就需要一个载体。农民合作社是弱者的联合,具有天然的益贫属性,因此贫困户通过加入合作社,在增加物质财富的同时亦能提升自我管理能力,实现物质脱贫与能力脱贫双重目标。本文首先对于农民合作社、贫困等概念进行界定,然后将交易成本理论、委托代理理论、参与式发展理论作为全文的理论基础。其次,介绍了广西贫困户参与合作社的基本情况,认为贫困户可以凭借土地入股或出租、优先被雇佣、优惠股权配置、获得多元化服务的方式参与合作社,同时发挥合作社的载体作用,在利用有限扶贫资源的条件下实现扶贫目标。再者,基于贫困户视角采用二元logistic方法分析影响贫困户参与合作社的意愿因素,得出年龄、土地总面积、年收入、产业种植经验、合作社困难反映机制、合作社利益分配机制作为显著影响因素。最后根据贫困户参与合作社脱贫的困境与实证影响因素,提出立足贫困户具体情况丰富贫困户参与形式、完善信用体系贷动贫困户脱贫、加强合作社与企业对接延长产业链、开展社区辅导员培训与定位、建立困难反应机制维护社员利益、完善制度建设规范合作社运营、提高经营能力增强对于外部风险的抵御的建议。
[Abstract]:Since the reform and opening up, the implementation of poverty alleviation and development in China has lifted 700 million rural poor people out of poverty, and achieved great achievements that have attracted worldwide attention. However, although this kind of poverty management based on external energy has achieved brilliant results, However, the fact that the intrinsic development vitality of the poor areas has not been really stimulated has made poverty alleviation work more limited. Therefore, if we want to achieve the great victory in the fight against poverty, we must give play to its intrinsic power. That is, to give play to the main role of the poor masses, we need a carrier to play the role of the poor masses. The peasant cooperatives are the union of the weak and have the nature to benefit the poor. Therefore, the poor households join the cooperatives by joining them. In addition to increasing material wealth, it can also enhance self-management ability and realize the dual goals of material poverty and ability poverty. This paper defines the concepts of farmers' co-operatives and poverty, and then puts forward the transaction cost theory and principal-agent theory. The theory of participatory development is the theoretical basis of the full text. Secondly, it introduces the basic situation of the participation of poor households in cooperatives in Guangxi, and thinks that poor households can take advantage of land to buy shares or rent out, be employed first, and allocate preferential shares. Participation in cooperatives by means of access to diversified services, as well as the role of cooperatives as a vehicle for achieving poverty reduction goals under conditions of limited poverty reduction resources... Based on the perspective of poor households, this paper analyzes the factors influencing the willingness of poor households to participate in cooperatives by using the dual logistic method, and concludes that age, total land area, annual income, industrial planting experience, cooperative difficulties reflect mechanism. The mechanism of cooperative benefit distribution is a significant influence factor. Finally, according to the plight and empirical influence factors of poor households participating in cooperative poverty eradication, the paper puts forward the rich form of poor households' participation based on the specific situation of poor households. To improve the credit system, encourage poor households to lift themselves out of poverty, strengthen the connection between cooperatives and enterprises, extend the industrial chain, develop the training and positioning of community counselors, establish a mechanism to respond to difficulties and safeguard the interests of members, and improve the construction of systems to standardize cooperative operations. Suggestions for improving operating capacity and strengthening the resistance to external risks.
