山东省农村基础设施投资促进农村经济发展的实证研究

【摘要】：虽然我国经济自1978年以来快速发展,但城乡经济发展差距却不断拉大。农村基础设施投资不能满足农村需求成为制约农村经济发展的重要原因。农村基础设施是农村经济发展的重要物质保障,不断完善农村生产性基础设施投资建设是保证农村经济持续发展的有力支撑；改善农村生活性基础设施状况是不断缩小日益扩大的城乡生活水平的重要措施；加大对农村生态环境性基础设施投资是保护农村环境,促进农村经济持续发展的长效保障；打破城乡人才流动壁垒离不开加强农村社会发展性基础设施投资,实现我国长治久安依赖于这些基础设施的不断完善。为提高政府科学决策水平,实现投资结构优化调整,系统研究基础设施对经济发展的作用很有必要。本文主要目的是通过实地调查发现山东省农村基础设施投资现状以及存在问题,针对山东省农村基础设施投资建设过程中存在的投资总量供给不足、投资结构不合理、投资资源配置低效率以及投资项目缺乏有效监督和管理问题提出相关建议,采取适合山东省的投融资模式,合理高效利用人力财力物力各种资源,不断完善各大类农村基础设施。同时加强对已建成基础设施的管理和维护,从而更好的可持续利用山东省农村基础设施,实现农村经济发展可持续。在此研究目的下,本文实证研究山东省农村基础设施投资建设对农村经济发展的影响,借鉴国内外相关专家学者的学术研究成果,整理归纳宏观经济相关数据,运用协整分析以及多元线性回归方程,Granger因果关系检验等方法研究农村基础设施投资促进经济发展的作用,提出适合山东省农村基础设施投资政策的建议。本共内容框架结构分成六大部分：第一部分主要论述研究背景和研究意义、国内外相关文献综述、研究方法与创新等；第二部分介绍农村基础设施和投资农村基础设施资的概念、特征,农村基础设施促进农村经济发展作用理论；第三部分根据实地调查,分析山东省农村基础设施的现状和问题并分析原因：第四部分是实证分析,首先基于宏观经济数据对山东省农村基础设施投资状况进行了统计分析,之后是基于2000年至2014年时间序列数据进行的纵向实证研究；第五部分是政策建议,根据实地调查结果和实证分析结论提出农村基础设施投资方面的相关政策建议。第六部分是研究成果总结与展望。本部分对全文总结和归纳,指出研究不足并对进一步的研究工作进行展望。
[Abstract]:Although our economy has developed rapidly since 1978, However, the gap between urban and rural economic development continues to widen. The rural infrastructure investment can not meet the rural demand and become an important factor restricting the rural economic development. Rural infrastructure is an important material guarantee for the rural economic development. Improving the investment in rural productive infrastructure is a strong support to ensure the sustainable development of rural economy, improving the living infrastructure in rural areas is an important measure to reduce the expanding living standards of urban and rural areas. Increasing investment in rural eco-environmental infrastructure is a long-term guarantee to protect the rural environment and promote the sustainable development of the rural economy, and breaking down the barriers to the flow of talents in urban and rural areas cannot be separated from strengthening investment in rural social development infrastructure. In order to improve the scientific decision-making level of the government and optimize the investment structure, the long-term stability of our country depends on the continuous improvement of these infrastructure. It is necessary to systematically study the effect of infrastructure on economic development. The main purpose of this paper is to find out the present situation and problems of rural infrastructure investment in Shandong Province through field investigation. In view of the problems of insufficient supply of total investment, unreasonable investment structure, inefficient allocation of investment resources and lack of effective supervision and management of investment projects in Shandong Province, some suggestions are put forward. To adopt a suitable investment and financing model for Shandong Province, to make rational and efficient use of all kinds of human, financial, and material resources, and to continuously improve all kinds of rural infrastructure, and at the same time to strengthen the management and maintenance of the infrastructure that has been built, In order to make better use of rural infrastructure in Shandong Province and realize the sustainable development of rural economy, this paper empirically studies the impact of rural infrastructure investment on rural economic development in Shandong Province. Draw lessons from the academic research achievements of relevant experts and scholars at home and abroad, collate and sum up macroeconomic related data, By using cointegration analysis and Granger causality test of multiple linear regression equations, this paper studies the role of rural infrastructure investment in promoting economic development. The structure of the framework is divided into six parts: the first part mainly discusses the research background and significance, domestic and foreign literature review, research methods and innovation; The second part introduces the concept and characteristics of rural infrastructure and investment in rural infrastructure, the role of rural infrastructure to promote rural economic development. This paper analyzes the present situation and problems of rural infrastructure in Shandong Province, and analyzes the reasons: part 4th is an empirical analysis. Firstly, based on the macroeconomic data, the paper makes a statistical analysis of rural infrastructure investment in Shandong Province. This is followed by a longitudinal empirical study based on time series data from 2000 to 2014. Part 5th is policy recommendations. Based on the results of field investigation and empirical analysis, the paper puts forward the relevant policy recommendations on rural infrastructure investment. Part 6th is the summary and prospect of the research results. The deficiency of the research is pointed out and the further research work is prospected.
