固阳县耕地农业内部流转研究

【摘要】：耕地流转作为一种能够有效提高耕地利用率、优化耕地配置效率、带动农业经济发展的重要方式已经受到人们的广泛关注。在改革开放初期,我国土地政策主要以承包经营权和所有权分离为主,即国家拥有土地所有权,农户拥有土地承包经营权,随着土地制度的不断改革,这种两权分离的格局逐渐转变成土地经营权、承包权和所有权的"三权分置"。目前无论是我国农村土地流转的速度还是规模都在快速提高,而且流转形式和流转主体也在日渐多元化,这很大程度上带动了我国农村地区的经济发展,重新为贫困的农村地区注入了新的经济活力。但是不可忽视的是,由于大量非农资本被引入到土地流转中使得农民利益遭到严重威胁,进而对我国农业的可持续发展形成了巨大障碍。所以,如何进一步完善当前我国的耕地农业内部流转机制是当前我国政府亟待解决的问题。耕地农业内部流转是为了在维持土地用途不变的情况下转移各主体的土地经营权。为了深入研究耕地内部流转问题,本文采用文献分析法、实地调研法和计量经济模型分析法,通过Spss软件来深入分析固阳县耕地内部流转问题。经过笔者到包头市固阳县实地考察调研后发现,在最近几年中固阳县土地流转速度、规模逐年递增,但这并不完全意味着固阳县的土地流转是朝着良好的方向发展的,其中还有很多需要解决的问题。本次研究通过对固阳县耕地内部流转实际情况进行详细了解后,找出其中存在的不足之处,从宏观和微观两个层面对耕地内部流转的影响因素进行分析,在此基础上提出针对性建议,总的来说这些可行性对策主要有以下几点:明晰耕地产权,规范耕地内部流转;完善耕地流转市场;发展非农产业,促进农民增收;完善农村社会保障体系等等。
[Abstract]:As an important way to improve the utilization ratio of cultivated land, optimize the efficiency of cultivated land allocation and promote the development of agricultural economy, the circulation of cultivated land has received extensive attention in the early stage of reform and opening up. The land policy of our country mainly focuses on the separation of the contractual management right and the ownership right, that is, the state owns the land ownership, the peasant household has the land contract management right, and with the continuous reform of the land system, This pattern of separation of the two rights has gradually changed into the land management right, the "three rights division" of the contract right and the ownership right. At present, both the speed and the scale of the rural land circulation in our country are increasing rapidly. Moreover, the form of circulation and the subject of circulation are also increasingly diversified, which to a large extent has led to the economic development in rural areas of our country and re-injected new economic vitality into the poor rural areas. However, what should not be ignored is that, Since a large amount of non-agricultural capital is introduced into the land circulation, the interests of farmers are seriously threatened, which is a great obstacle to the sustainable development of agriculture in China. How to further improve the internal circulation mechanism of cultivated land agriculture in our country is an urgent problem to be solved by our government. The internal circulation of cultivated land agriculture is to transfer the land economy of all main bodies under the condition of maintaining the same land use. In order to study deeply the internal circulation of cultivated land, This article adopts the literature analysis method, the field investigation method and the econometric model analysis method, through the Spss software to deeply analyze the question of the internal circulation of cultivated land in Guyang county. In recent years, the speed and scale of land circulation in Guyang County has been increasing year by year, but this does not completely mean that the land circulation in Guyang County is developing in a good direction. Among them, there are still many problems to be solved. After a detailed understanding of the actual situation of the internal circulation of cultivated land in Guyang County, this study finds out the shortcomings in it. On the basis of analyzing the influencing factors of the internal circulation of cultivated land from the macro and micro aspects, the paper puts forward some pertinent suggestions. In general, these feasible countermeasures are as follows: clarifying the property rights of cultivated land and standardizing the internal circulation of cultivated land; Improve the cultivated land circulation market; develop non-agricultural industries to promote farmers' income; improve the rural social security system and so on.
