【摘要】：在我国以传统养老模式为中心农村,家庭还依然发挥着养老的支撑作用。但这种以家庭为中心的养老模式存在着诸多弊端,随着年龄的增大,进入老龄化之后,逐渐的失去了劳动能力,这个时候子女的供养就起到了越来越重要的作用。在农村,土地作为家庭重要的生活经济来源,在土地上收益的多少直接影响到农村家庭的生活质量。在中国长久以来,土地就作为农民生活的重要依靠,充分发挥土地在农村的养老功能,通过实现土地收益,提高收益来实现养老功能,将直接影响到农村老年人的生活质量。本文选题的主要目的是研究在农村老年人在养老的过程中,在土地上的收益能够起到的支持程度。这主要体现在对老年人基本生活需求的满足上,这包括满足基本生活的衣食住行等。同时,土地的功能还体现在提高农村老年人经济收益上。通过对上述两个方面来确定土地收益对农村老年人养老的实际贡献情况,测算出农村老年人养老中存在的问题,并针对如何提高土地收益贡献率来拉动农村老年人养老保障的水平,并以此建立以土地为养老中心的农村了养老保障体系。本文以农村养老保障体系中的土地养老模式为研究中心,通过对农村养老中的组成部分包括社会保险、社会救助、家庭养老、土地养老对农村老年人养老保障中起到的作用,进行理论分析和实证分析。分别从水平贡献和适度贡献两个方面,对农村养老保障体系中的土地养老保障模式的贡献率进行测算,应用相对指标分析和绝对总量分析两种分析方法,找出如何发挥农村土地养老保障发挥积极作用,找到可实现的制度根源。本文的总体分为五个章节,主要内容如下:第一章主要介绍了土地养老的相关概念和理论基础。在此章节中的描述,主要是对下文中的研究所要使用的概念和理论进行解释与延伸。在此基础上介绍了土地功能理论、劳动公平理论、生存公平、生产要素分配理论。同时,分析论述了农村的养老保险的适度水平理论。第二章简要分析了我国农村养老保障中土地养老模式的主要发展历程。在我国土地养老保障具有长久的历史,对我国农村的养老保障模式具有深远影响。本章主要研究土地养老保障模式在我国农村养老保障体系中的作用,论述在我国农村土地养老保障模式发展的阶段。第三章属于本文的核心部分。通过建立农村土地养老保障水平数理模型,确定农村土地养老保障水平数理模型相关参数,并进行实证分析和预测。第四章分析了土地养老保障对农村养老保障是否适合,其提高的贡献有多大。在微观层面上,通过老年恩格尔系数计算出适度的农村养老保险下限,研究了在农村养老保险微观适度下限中土地养老保障水平所占的比重,从而分析土地养老保障与社会养老保障制度相衔接的具体给付水平。第五章简述本文结论,并提出相关对策建议。
[Abstract]:In the rural areas with the traditional old-age model as the center, the family still plays a supporting role in providing for the aged. However, there are many drawbacks in this family-centered old-age model. With the increase of age, the family has entered the aging period. Gradually losing the ability to work, at this time the support of children played an increasingly important role. In rural areas, land is an important source of livelihood for families. The amount of income on land has a direct impact on the quality of life of rural families. For a long time in China, land has been an important support for farmers' life, giving full play to the pension function of land in rural areas and realizing land income. The main purpose of this paper is to study the process of providing for the aged in the rural areas, and the main purpose of this paper is to improve the income to realize the old-age function, which will directly affect the quality of life of the elderly in rural areas. The degree of support that benefits on land can provide. This is mainly reflected in the satisfaction of the basic needs of the elderly, including the basic necessities of life, food, clothing, housing, etc. At the same time, The function of land is also reflected in improving the economic benefits of the elderly in rural areas. Through the above two aspects to determine the actual contribution of land income to the aged in rural areas, the problems existing in the pension of the elderly in rural areas are calculated. And how to improve the contribution rate of land income to promote the level of old-age security for the elderly in rural areas, In this paper, the rural old-age security system based on land is established. This paper takes the rural old-age security system as the research center, including social insurance and social assistance. The role of family pension and land old-age pension in the rural old-age security is analyzed theoretically and empirically. From two aspects of horizontal contribution and moderate contribution, This paper calculates the contribution rate of the land pension security model in the rural old-age security system, applies the relative index analysis and the absolute total amount analysis to find out how to give play to the active role of the rural land old-age security. The main contents of this paper are as follows: the first chapter mainly introduces the related concepts and theoretical basis of land pension. It mainly explains and extends the concepts and theories to be used in the following research. On this basis, it introduces the theory of land function, the theory of labor equity, the theory of survival equity, the theory of distribution of factors of production. The second chapter briefly analyzes the main development course of the land pension model in the rural old-age security in our country. The land endowment security has a long history in our country. This chapter mainly studies the role of land old-age security model in the rural old-age security system of our country. The third chapter is the core part of this paper. By establishing the mathematical model of rural land pension security level, the relevant parameters of rural land old-age security level mathematical model are determined. Chapter 4th analyzes whether the land pension security is suitable for the rural old-age security and how much contribution it makes to the improvement. At the micro level, the appropriate lower limit of rural old-age insurance is calculated through the Engel coefficient of the elderly. This paper studies the proportion of land old-age security level in the micro-moderate lower limit of rural old-age insurance, and then analyzes the specific payment level of land old-age security and social old-age security system. Chapter 5th briefly describes the conclusions of this paper. And put forward the relevant countermeasures and suggestions.
