大扶贫:贵州创建扶贫开发攻坚示范区模式研究

【摘要】：2012年以来贵州创建扶贫开发攻坚示范区的总体模式被概括为大扶贫模式,即当地党委政府真正将扶贫开发作为一项中心工作,从组织保障、资源和人力投入、方式方法创新等各方面予以全力保障和推进。大扶贫模式的核心内涵包括全力投入、系统工程、创新驱动、同步小康、精准帮扶、攻坚克难等六个方面。大扶贫模式的成效体现在发展与减贫、扶贫攻坚体制机制建设、示范带动效应等方面。面对仍然存在的困难和问题,应从拓展和完善扶贫云,真正发挥大数据的识别、管理和监测功能,将扶贫工作重点从体制机制建设转向各项帮扶措施的落实,着力构建精准帮扶的长效机制,着力深化和完善各项扶贫创新模式,建立扶贫攻坚的示范和推广机制等几个方面加以完善。
[Abstract]:Since 2012, the overall pattern of setting up a demonstration area for poverty alleviation and development in Guizhou has been summarized as a major poverty alleviation model, that is, the local party committee and government really regard poverty alleviation and development as a central task, from organizational support, resources and manpower input. The core contents of the poverty alleviation model include all-out input, system engineering, innovation-driven, synchronously well-off, accurate support, and so on. The results of the major poverty alleviation model are reflected in the aspects of development and poverty reduction, the construction of the poverty alleviation system and mechanism, and the demonstration and driving effect. In the face of the difficulties and problems that still exist, we should expand and improve the poverty alleviation cloud. To give full play to big data's functions of identification, management and monitoring, to shift the focus of poverty alleviation work from institutional mechanism building to the implementation of various help measures, to build a long-term mechanism for precision support, and to focus on deepening and perfecting various poverty alleviation and innovation models. The establishment of poverty alleviation demonstration and extension mechanism and other aspects to be improved.
