基于产权制度的海南农垦改革研究

【摘要】：1949年中国农垦成立以来,为中国农业现代化发展做出了不少贡献,它提供了不少农产品,丰富了国民的物质生活,稳定了市场物价,并加快了边远山村城镇化建设。中国农垦在新中国发展过程中,在维护国土安全,增进民族大团结,社会安定方面都发挥了巨大的贡献。随着市场经济发展,经济体制也进行了相应的变革,农垦的改革可以说是农垦系统进行变革一项重点。许多专家学者均关注到农垦改革相关问题,他们认为农垦改革的重点与难点是社企分离、政企分开。海南农垦管理体制改革虽说取得了一定的成效,为农垦进一步改革发展创造了十分有利的环境,但从体制运行来看,当前农垦改革中出现了不少的问题及困难,主要是农垦内部管理体制存在问题,它不能跟上改革的步伐,改革和创新能力不足,企业的竞争力也需要加强,农垦企业内部治理结构还要完善。诠释了产权制度的相关定义,点出明晰产权对企业甚至是农垦的重要性；并从海南农垦乃至全国农垦的发展历程,及海南农垦产权制度变迁的过程出发,分析海南农垦改革过程中所出现的产权归属、产权代理、产权保障及产权监督问题。用经济学的角度,运用产权制度理论,分析海南农垦今后改革运行的方向,改革的关键在于理顺政府与企业,还有市场之间的关系,找到改革的重难点,为今后农垦乃至国企的改革提供有利的指导意见。
[Abstract]:Since the founding of the Chinese farming Reclamation in 1949, it has made many contributions to the development of China's agricultural modernization. It has provided many agricultural products, enriched the material life of the people, and stabilized the market prices. And accelerated the construction of urbanization in remote mountain villages. In the course of the development of New China, China's agricultural reclamation has played a great role in maintaining national security, promoting national unity and social stability. With the development of the market economy, The economic system has also undergone corresponding changes, and the reform of agricultural reclamation can be said to be an important part of the reform of the agricultural reclamation system. Many experts and scholars have paid close attention to the problems related to the reform of agricultural reclamation. They believe that the key and difficult point of the reform of agricultural reclamation is the separation of co-operatives and enterprises. Although the reform of Hainan's agricultural reclamation management system has achieved certain results and created a very favorable environment for the further reform and development of agricultural reclamation, from the point of view of the operation of the system, there are many problems and difficulties in the current reform of agricultural reclamation. The main problem is the internal management system of agricultural reclamation, which can not keep up with the pace of reform, reform and innovation ability is insufficient, the competitiveness of enterprises also needs to be strengthened, and the internal governance structure of agricultural reclamation enterprises should be improved. This paper explains the relevant definition of property right system, points out the importance of clarifying property right to enterprises and even agricultural reclamation, and proceeds from the development course of Hainan agricultural reclamation and even from the process of the change of Hainan agricultural reclamation property right system. This paper analyzes on the ownership of property right, the agent of property right, the guarantee of property right and the supervision of property right in the course of the reform of agricultural reclamation in Hainan. From the angle of economics, using the theory of property right system, the paper analyzes the direction of the reform and operation of Hainan agricultural reclamation in the future. The key of the reform is to straighten out the relationship between the government and the enterprises, as well as the market, find out the important and difficult points of the reform, and provide favorable guidance for the future reform of the agricultural reclamation and even the state-owned enterprises.
