【摘要】：科学技术在二十一世纪被世界各国公认为第一生产力,但是由于科学技术生产力的不断提高,导致自然资源的匮乏,大气、土壤、水等环境的污染急剧增加、生态系统遭到破坏,农业产品质量问题日益严重,因此,实现农业的可持续发展是与生态农业的战略发展密不可分的统一体。大力发展生态农业有利于促进提升农副产品的质量,有利于把经济和农业很好的糅合。本文借鉴了国内及国外发展生态农业出现的各种问题及解决办法,吸取其中的经验并相互进行比较分析,指出人类想要生活在这个世界上,物质基础就是要有一个良好的生态环境,提升经济的发展是生存的手段不能把它当成目的,从事经济活动的前后应当把生态环境放在第一位。生态农业是我国未来农业发展的主流和方向。唐山市是河北省资源型城市,是生态农业发展中城市。近几年来,随着党中央高度重视生态农业的发展,唐山市委、市政府着力推进生态农业的发展,对生态农业加以重视及支持,并且取得了一定成效。但还有一些问题影响其发展。所以生态农业的建设是唐山市农业现代化成为现实的重要条件,也对农业的可持续发展起到重要作用。通过可持续发展、生态农业理论,吸取一些研究经验,利用具有权威的理论,以发展生态农业,促进唐山农业经济健康快速发展为目标,综合运用了各学科知识和各种研究方法进行了分析研究。采用文献查阅法、实地调研法、对比分析法相结合的方法,对唐山市生态农业发展中的优势、劣势,生态农业发展的现状及存在的问题进行了分析,初步提出了发展的对策和措施。唐山市发展生态农业主要存在下列几方面:劳动者整体文化程度较低,不能理解“生态”一词,且意识比较薄弱;农业整体生态系统出现问题,如:水资源紧缺,土壤流失,空气污染等;生态农业科技水平与创新有待提高,技术体系需完善;基础设施需增加;宣传认识力度有待加强等。本文立足于唐山市农业发展的大环境,依据生态学与经济学原理,结合国内外生态农业的科学技术成果与现代管理手段,提出合理的策略与方案:要加大对生态农业的宣传力度,转变观念,提高农民生态农业参与意识;加强环境治理,缓解“三废”的污染;完善设施、完善政策、完善相关的法律制度,为建设生态农业打造完整的保障系统。希望能够找出一条具有唐山市生态农业的可持续发展新道路。
[Abstract]:In 21th century, science and technology was recognized as the first productive force in the world. However, due to the continuous improvement of scientific and technological productivity, the scarcity of natural resources and the pollution of the atmosphere, soil, water and other environment increased sharply. The destruction of ecosystems and the growing problem of the quality of agricultural products, Realizing the sustainable development of agriculture is an inseparable unity with the strategic development of ecological agriculture. Vigorously developing ecological agriculture is conducive to promoting the quality of agricultural by-products. This paper draws lessons from the problems and solutions of the development of ecological agriculture at home and abroad, draws on the experience and makes a comparative analysis among them, and points out that human beings want to live in this world. The material foundation is to have a good ecological environment. Promoting economic development is a means of survival. We cannot regard it as an end. Before and after engaging in economic activities, ecological environment should be put first. Ecological agriculture is the mainstream and direction of future agricultural development in China. Tangshan City is a resource-based city in Hebei Province and a developing city in ecological agriculture. In recent years, As the Party Central Committee attaches great importance to the development of ecological agriculture, the Tangshan Municipal Party Committee and the municipal government have made great efforts to promote the development of ecological agriculture, and attach importance to and support ecological agriculture. And has achieved certain results. But there are still some problems affecting its development. Therefore, the construction of ecological agriculture is an important condition for the modernization of agriculture in Tangshan, and also plays an important role in the sustainable development of agriculture. The theory of ecological agriculture, drawing on some research experiences and using authoritative theories, aims at developing ecological agriculture and promoting the healthy and rapid development of agricultural economy in Tangshan. Comprehensive use of the knowledge of various disciplines and various research methods for analysis and research. Using the method of literature review, field investigation, comparative analysis, the advantages and disadvantages of the development of ecological agriculture in Tangshan City, The present situation and existing problems of ecological agriculture development are analyzed, and the countermeasures and measures for development are put forward. The main aspects of developing ecological agriculture in Tangshan City are as follows: the workers' overall cultural level is low, and they can not understand the word "ecology". The whole agricultural ecosystem has some problems, such as water shortage, soil loss, air pollution, etc., the level and innovation of ecological agriculture science and technology need to be improved, the technical system needs to be improved, and the infrastructure needs to be increased. Based on the environment of agricultural development in Tangshan City, according to the principles of ecology and economics, combining the scientific and technological achievements of ecological agriculture at home and abroad and modern management means, Some reasonable strategies and schemes are put forward: to increase the propaganda of ecological agriculture, to change the concept, to improve the farmers' consciousness of participating in ecological agriculture, to strengthen the environmental control, to alleviate the pollution of the "three wastes", to perfect the facilities, and to perfect the policies. It is hoped that a new way of sustainable development of ecological agriculture in Tangshan City can be found by perfecting the relevant legal system and creating a complete guarantee system for the construction of ecological agriculture.
