重庆农村人力资源开发政策创新研究

【摘要】:农村人力资源是促进农村社会经济发展的力量源泉,也是现代化发展的必然趋势。充分发挥政策对重庆农村人力资源开发的基础性指导作用,是我国处于社会转型时期的重要体现。重庆农村人力资源开发取得成效的关键在于政策的跟进,但是政策的滞后性及效应释放的不足是阻碍重庆农村人力资源进一步开发的决定性因素,因此从长远来看,重庆要提高城镇化质量、实现城乡统筹发展和新农村建设,必须立足实际,以创新驱动发展,实现重庆农村人力资源开发政策创新。本论文结合重庆整体社会经济发展战略与农村人力资源开发政策实施的客观现实,详细梳理国内外关于农村人力资源开发及其政策创新的相关文献,在借鉴人力资本理论、新经济增长理论、地方政府创新理论及政策生态理论等理论研究成果的基础上,形成对农村人力资源开发、农村人力资源开发政策创新的规范性认识。本论文的基本思路是:运用历史分析方法,对既有政策进行时序概览,掌握重庆农村人力资源开发既有政策的框架和演变特征,以此为分析基点,运用实证分析方法,从政策释放效应和政策创新影响因子两个维度,探寻重庆农村人力资源开发政策问题和缺陷,并通过计量检验方法,揭示重庆农村人力资源开发政策创新的影响因子,从而对重庆农村人力资源开发政策创新提出相应的对策建议。本论文的主要内容可分为导论、理论研究、实证研究和对策研究四个部分共7章。第1章为导论部分:通过对研究背景、意义与国内外研究现状的详细阐述,确立研究思路、方法和内容,并提出研究的可能创新点。第2章为理论研究部分:通过相关概念界定和理论借鉴,阐释农村人力资源开发政策效应及其创新影响机理,为研究提供理论基础和逻辑起点;第3-5章为实证研究部分:第3章,以时序概览的方式梳理重庆重庆直辖以来的农村人力资源开发政策,透视既有政策框架及其演变特征;第4章通过对重庆农村人力资源开发的现状问题描述,实证分析既有政策效应,对当前农村人力资源开发政策效应释放不足的原因进行问题分析;第5章根据重庆发展现状,科学选取指标体系,对重庆农村人力资源开发政策创新的影响因素进行实证分析。第6章为对策研究部分:提出重庆农村人力资源开发政策创新的对策建议。本论文的研究结论包括以下几点:1.农村人力资源开发政策创新本质上是在社会经济发展新形势下,地方政府采取新的价值标准、重组政策参与主体、优化政策资源、使用新的政策工具,对原有农村人力资源开发政策进行扬弃和超越的过程;2.农村人力资源开发政策创新的影响机理主要体现在农村人力资源开发政策创新与农民增收和经济增长之间的相互联系上,其结构为“政策创新——制度形成——农村人力资源开发——农民增收和经济增长”的实现过程;3.重庆直辖以来的农村人力资源开发政策始终坚持以人为本为主线,政策框架包括教育培训政策、社会保障政策、人才队伍建设政策、新型农民组织政策、就业创业政策、财税金融政策和户籍制度改革政策;4.由于主体机制不协调、制度体系不规范、农民素质不合理、经济发展不到位等原因的叠加影响,重庆农村人力资源开发政策效应不能有效释放;5.农村人力资源开发政策创新是多维度因子相互制约、共同作用的结果,其指标结构具有多重性,因子链条纷繁复杂;6.实现农村人力资源开发政策创新的核心内容是制度环境、农村经济、农民发展、政策系统及主体机制五项内容的改革与创新。本论文的可能创新之处有两点:一是以政策创新视角研究农村人力资源开发问题。从重庆农村人力资源开发现状来看,既有政策体系难以成为农村人力资源高效开发的助推力量,并且政策的滞后性是发展农业现代化、促进城乡统筹发展以及实现社会主义新农村建设的梗阻,因此,创新现有政策成为必要;二是,形成农村人力资源开发政策创新的基本认识和探索趋势。重庆市具有大农村和大城市并存的典型特征,折射出全国农村人力资源开发的整体意蕴,因而有可能形成对当前农村人力资源开发政策创新的基本认识和探索趋势,为政府实行科学的农村人力资源开发政策提供了理论依据。同时,本论文研究的不足主要体现在:一是由于作者公共政策学和管理学理论基础的不够深入,存在研究视野上的局限,在分析重庆现状的基础上给出的政策创新建议缺乏更深层次的分析和整体性构建;二是客观性受限。由于相关部门权威性政策的获取相当不易,因此可能存在重庆农村人力资源开发政策搜集的不全面。
[Abstract]:Rural human resource is the source of power to promote the development of rural social economy, but also the inevitable trend of modern development. Give full play to the role of policy on Chongqing rural human resources development the basic guidance, our country is in the important embodiment of the social transition period. Chongqing rural human resources development is the key to the success of the policy to follow up, but the lack of release lag and effect of the policy is a decisive factor that hinders the further development of human resources in rural areas of Chongqing, so in the long run, Chongqing should improve the quality of urbanization, urban and rural development and new rural construction must be based on the actual, innovation driven development, the realization of Chongqing rural human resources development policy innovation.
