大连金州新区发展都市现代农业的对策研究

【摘要】：随着经济社会的发展和城市化进程的加快,大连金州新区作为东北地区的对外开放前沿,对农业所担负的经济、生产功能的要求不断提高,对农业发挥生态、社会功能的要求日益增长。无论是从保障农副产品供应,还是从满足市民精神文化需求、改善生态环境质量和推进城乡协调发展的角度考虑,都市现代农业已经成为金州新区农业发展的战略选择。本文站在政府角度,从都市现代农业的内涵和理论演变出发,以金州新区农业的发展现状为基础,通过研究借鉴国内外发展都市现代农业的经验启示,提出金州新区推动都市现代农业发展的对策建议。共分为六个部分：第一部分,对研究背景及意义、国内外的研究现状、研究方法与研究思路等内容进行了阐述。第二部分,主要对都市现代农业的概念、理论进行阐述,总结探讨了城乡一体化发展理论、产业结构演进理论和政府治理理论等相关理论成果和实践规律。第三部分,分析了金州新区都市现代农业发展的现状,分别从都市现代农业的基本情况、存在的主要问题以及存在问题的原因分析三个方面进行阐述。第四部分,研究借鉴国外及国内其它地区经验,主要是把国内外发展都市现代农业的典型做法做了详细介绍,为下一部分的应用与借鉴奠定基础。第五部分,金州新区发展都市现代农业的对策建议,在前述分析的基础上,提出金州新区都市现代农业的发展导向、功能定位、区域布局调整的总体发展思路和保障措施。最后部分对全文进行了简单的总结。
[Abstract]:With the development of economy and society and the acceleration of urbanization, as the frontier of opening to the outside world in Northeast China, the demand of economy and production function of agriculture in Jinzhou New District of Dalian has been raised continuously, and the ecology of agriculture has been brought into play. The demands of social function are increasing day by day. Whether from the perspective of ensuring the supply of agricultural by-products or satisfying the spiritual and cultural needs of the citizens, improving the quality of the ecological environment and promoting the coordinated development of urban and rural areas, Modern urban agriculture has become a strategic choice for the development of agriculture in Jinzhou New District. This paper, from the angle of government, starts from the connotation and theoretical evolution of modern urban agriculture, based on the present situation of agricultural development in Jinzhou New District. Through studying and drawing lessons from the experience and enlightenment of developing modern urban agriculture at home and abroad, this paper puts forward countermeasures and suggestions to promote the development of modern urban agriculture in Jinzhou New District. It is divided into six parts: the first part is about the background and significance of the research, and the current research situation at home and abroad. The second part mainly expounds the concept and theory of urban modern agriculture, summarizes and discusses the theory of urban-rural integration development. The evolution theory of industrial structure and the theory of government governance and other related theoretical achievements and practical laws. The third part, analyzes the current situation of modern urban agriculture development in Jinzhou New District, respectively, from the basic situation of modern urban agriculture. The main problems and the causes of the problems are discussed in three aspects. Part 4th, the experience of foreign countries and other regions in China is studied, and the typical methods of developing modern urban agriculture at home and abroad are introduced in detail. In part 5th, the countermeasures and suggestions for the development of modern urban agriculture in Jinzhou New District are put forward. Based on the above analysis, the development orientation and function orientation of modern urban agriculture in Jinzhou New area are put forward. The overall development ideas and safeguard measures of regional layout adjustment.
