天祝白牦牛产业发展战略研究

【摘要】:天祝是一个以畜牧业为主的少数民族自治县,有着"白牦牛故乡"的美称。从清朝嘉庆年间,天祝牧民就已经了解天祝白牦牛的经济价值,并开始重视对白牦牛的繁育工作。改革开放以后,国家及政府更加注重对天祝白牦牛产业的发展,将其列为天祝的优势产业、主导产业以及支撑天祝县域经济的支柱产业。经历30多年的发展,天祝白牦牛产业取得了突破性的进展。随着天祝白牦牛的培育、扩繁技术不断成熟,天祝白牦牛数量不断增长,为产业的发展奠定了基础。但随着而来的弊端也日益凸显,例如受传统文化的影响,粗放式经营导致天祝白牦牛产业出现品种与产量差异大、产业规模小、农牧民知识技能短缺、质量与差异大、品牌效应差等内部劣势问题,以及来自其他牦牛产品对天祝白牦牛产业的冲击、进口肉牛对国内肉牛牦牛市场的冲击、地理标志的申请与产业发展之间的矛盾、统筹规划、保护与开发不利以及市场经济低迷,产业出口阻力大等外部威胁。因此,如何加快天祝白牦牛产业的转型升级,增强产业的竞争力,加强品牌效应、实现天祝白牦牛产业从量到质的提升,这成为天祝白牦牛产业亟待解决的问题。本研究首先基于国内外关于畜牧业发展角度、特色农业角度、特色产业角度等方面的研究文献和相关理论,对其进行梳理和回顾;其次从全国牦牛产业的概况整体了解牦牛的发展趋势,并从天祝牦牛产业的发展历程和现状的分析中,总结天祝白牦牛产业发展的SWOT内外部各因素,结合以上内容确定优势、劣势、机会、威胁的具体构成要素;第三,通过专家调查法确定层次结构表中方案层的实际强度,而在专家的选择方面,从研究白牦牛产业培育的畜牧局、加工生产白牦牛产品的企业以及从事相关部门的政府领导这三个领域选择较具有权威的专家进行问卷调查,再采用德尔菲法确定各优势、劣势、机遇、威胁矩阵的具体强度;第四,借助yaahP10.5软件中对群体决策的计算功能,得出天祝县白牦牛产业发展战略组内组间的比较矩阵,进行层次分析,通过层次排序和一致性检验,确定各因素组对于战略选择的重要性,综合应用SWOT-AHP战略选择的方法,确定天祝白牦牛产业发展的SO机会型战略。最后,综合以上分析结果,利用众多的外部机遇来优化内部的优势,提出天祝白牦牛产业发展的战略建议。
[Abstract]:Tianzhu is a minority autonomous county dominated by animal husbandry, which has the reputation of "the hometown of white yaks." since the Qing Dynasty Jiaqing period, Tianzhu herdsmen have known the economic value of Tianzhu white yaks. And began to attach importance to the breeding of white yaks. After the reform and opening up, the state and the government paid more attention to the development of the Tianzhu white yak industry and listed it as the dominant industry of Tianzhu. After more than 30 years of development, Tianzhu white yak industry has made a breakthrough progress. With the cultivation of Tianzhu white yak, the technology of expansion and propagation has been maturing. The increasing number of Tianzhu white yaks has laid the foundation for the development of the industry. However, with the development of the industry, the disadvantages have become increasingly prominent. For example, under the influence of traditional culture, extensive management has led to a great difference in the variety and yield of the Tianzhu white yak industry. Small scale of industry, shortage of knowledge and skills of farmers and herdsmen, large quality and difference, poor brand effect and other internal inferiority problems, as well as the impact of other yak products on Tianzhu white yak industry, and the impact of imported beef cattle on the domestic beef yak market. The contradiction between the application for geographical indications and the development of the industry, the overall planning, the unfavorable protection and development, the downturn in the market economy and the heavy resistance to industrial exports, etc. Therefore, how to speed up the transformation and upgrading of the Tianzhu white yak industry, Enhancing the competitiveness of the industry, strengthening the brand effect and realizing the upgrading of Tianzhu white yak industry from quantity to quality have become the urgent problems to be solved in Tianzhu white yak industry. Firstly, this study is based on the development of animal husbandry at home and abroad. From the angle of characteristic agriculture, the angle of characteristic industry and other aspects of research literature and related theories, carding and reviewing them. Secondly, from the general situation of the national yak industry, we can understand the development trend of yak as a whole. And from the development of Tianzhu yak industry and the analysis of the current situation, summed up the Tianzhu white yak industry development of internal and external factors, combined with the above content to determine the strengths, weaknesses, opportunities, threats specific elements; third, Through the method of expert investigation, the actual intensity of the scheme layer in the hierarchy table is determined. In the selection of experts, the animal husbandry bureau that studies the breeding of white yak industry, The enterprises processing and producing white yak products and the government leaders engaged in the relevant departments choose experts with authority to carry on the questionnaire survey. Then the Delphi method is used to determine the specific strength of the strengths, weaknesses, opportunities and threat matrices; In 4th, with the help of the calculation function of group decision in yaahP10.5 software, the comparative matrix among the groups of the white yak industry development strategy group in Tianzhu County was obtained, and the hierarchy analysis was carried out, and the hierarchy sort and consistency test were carried out. Determine the importance of each factor group for strategic choice, synthetically apply the method of SWOT-AHP strategic choice, determine the so opportunity strategy for the development of Tianzhu white yak industry. Finally, synthesize the above analysis results, Taking advantage of many external opportunities to optimize the internal advantages, the paper puts forward some strategic suggestions for the development of Tianzhu white yak industry.
