资产收益扶持机制研究:理论、政策与实践

【摘要】：资产收益扶持作为我国扶贫开发领域的一项重要制度创新,有利于转变扶贫资源使用方式,提升贫困人口所拥有的资源水平,实现资产增值和脱贫,是精准扶贫模式的重要探索。本文基于精准扶贫制度背景,从政策和实践两个视角对资产收益扶持机制进行深入研究,解释梳理资产、收益、分配三大核心要素,以及相应的资产类型和运行机制,同时结合具体案例进行实践分析。在此基础上,进一步提出资产收益扶持机制完善建设的相应政策建议和未来创新方向。
[Abstract]:As an important institutional innovation in the field of poverty alleviation and development in China, asset income support is conducive to changing the use of poverty alleviation resources, raising the level of resources owned by the poor, and realizing asset appreciation and poverty alleviation. Based on the background of precision poverty alleviation system, this paper makes an in-depth study of the asset income support mechanism from the perspective of policy and practice, explaining the three core elements of asset, income and distribution. And the corresponding asset types and operation mechanism, combined with specific cases to carry out practical analysis. On this basis, further put forward the asset income support mechanism to improve the construction of the corresponding policy recommendations and future innovation direction.
