湖南省林业财政支出综合效益分析研究

【摘要】：林业具有生产周期长的特点,同时其生产经营活动伴有一定的风险,而林业又担负着为社会提供公共产品和公共服务的责任,所以仅依靠个人投资林业及其相关产业,无法满足林业其自身发展及社会的需求,林业的长足发展与公共财政的支持存在着密不可分的联系。研究林业财政支出的效果,可以为以后林业投资规模结构与行为的改善带来一定帮助。面对新形势新要求,湖南林业如何通过财政的有效投入在促进林业产业经济健康发展的同时,提高林业的生态效益、加大对林业资源的保护力度;林业经济的发展和林业财政投入的关系究竟怎样;林业财政投入对林业总产值的影响如何等等,这些问题的研究对于促进林业经济的发展和林业总产值的增长具有重要意义。本文以公共财政理论、外部性理论和财政投入效率理论为基础,首先对林业财政支出及林业财政支出综合效益进行概念界定,其次介绍湖南省林业及林业财政支出现状,分别对湖南省自然条件、区位条件、资源产业现状和林业发展潜力进行分析。根据指标选取原则,选定林业财政支出综合效益的研究指标与方法,并进行实证分析。在林业财政支出经济效益方面,通过建立VAR向量自回归模型分析林业财政支出与林业产业总产值的关系;林业财政支出生态效益方面,在对可行性进行分析的前提下,利用定量与定性相结合的方式对林业财政支出的水土流失治理效益和造林效益进行了分析;在林业财政支出社会效益方面,从促进林业就业和增加林农收益两方面进行效益考察。最后,根据林业投入不足且稳定性较差的问题提出多渠道筹资提升林业投资增速、多途径提升资金使用效率的建议;针对造林时滞问题及人地矛盾日渐加剧的问题提出完善森林生态效益补偿机制、探索林业碳汇交易制度和完善政府购买非公有制公益林制度的建议;针对湖南省林业财政支出带动林业就业效益和增加林农收益效益皆不明显的问题,提出培养高素质林业人才、加大政府对林农的补贴补偿力度的建议。
[Abstract]:Forestry has the characteristics of long production cycle, and its production and management activities are accompanied by certain risks, and forestry bears the responsibility of providing public goods and public services for society, so it only depends on individual investment in forestry and its related industries. Forestry can not meet its own development and the needs of society, forestry has a close relationship with the support of public finance. It can help to improve the scale structure and behavior of forestry investment in the future. In the face of new situation and new requirements, how to promote the healthy development of forestry industry economy and improve the ecological benefit of forestry through effective investment of forestry in Hunan province. To strengthen the protection of forestry resources, the relationship between the development of forestry economy and forestry financial investment, the impact of forestry financial input on forestry gross value, etc. The study of these problems is of great significance for promoting the development of forestry economy and the growth of forestry gross output value. This paper is based on the theory of public finance, the theory of externality and the theory of financial input efficiency. Firstly, the concept of forestry financial expenditure and forestry fiscal expenditure is defined, and then the present situation of forestry and forestry fiscal expenditure in Hunan Province is introduced, and the natural conditions and location conditions of Hunan Province are analyzed respectively. The present situation of resource industry and forestry development potential are analyzed. According to the principle of index selection, the research index and method of forestry financial expenditure comprehensive benefit are selected, and the empirical analysis is carried out. Through establishing VAR vector autoregressive model to analyze the relationship between forestry financial expenditure and forestry gross output value, the ecological benefit of forestry fiscal expenditure is analyzed on the premise of feasibility analysis. The effects of soil erosion and afforestation on forestry fiscal expenditure are analyzed by combining quantitative and qualitative methods, and the social benefits of forestry financial expenditure are analyzed. Finally, according to the problem of insufficient forestry input and poor stability, the paper puts forward the suggestions of multi-channel financing to improve forestry investment growth rate and multi-way to improve the efficiency of the use of funds. Aiming at the problem of afforestation delay and the increasing contradiction between man and land, the paper puts forward some suggestions to perfect the compensation mechanism of forest ecological benefit, to explore the trading system of forest carbon sink and to perfect the government system of purchasing non-public public welfare forest. In view of the problem that the forestry financial expenditure leads to the forestry employment benefit and the forestry agriculture income benefit is not obvious, the paper puts forward the suggestion of cultivating high-quality forestry talents and increasing the subsidy and compensation of the government to the forest farmers.
