【摘要】：改革开放以来，我国经济社会发展迈上了新台阶，但与此同时，城乡分割的二元结构已日益成为制约经济发展和实现现代化的关键因素。为探索研究城乡一体化对经济社会带来的积极影响，走出一条消除城乡二元结构的城乡一体化建设新路，特选此题进行研究探索。本文采用了社会调查研究学中文献研究与实证研究相结合的方法，通过文献资料的收集、对有关人员深入访谈以及参与式，获得相关实证资料，并结合公共政策分析行政管理学、社会调查研究等理论对这些实证材料进行分析。然后，以吉林省长春市二道区为例，，分析了当前城乡一体化现状，并针对交通屏障及用地限制、制度性障碍、失地农民及其可持续发展、城乡不平等等问题，提出了建立失地农民“三合一”社会保障账户，推进农村产权、户籍、土地等制度改革，建立农民收入保障机制，实施城乡居民公共服务及社会保障均等化政策，制定保障市民到乡镇购房兴业政策等具有可行性的方案和对策，有利于城乡一体化的可持续发展。
[Abstract]:Since the reform and opening up, China's economic and social development has reached a new level, but at the same time, The dual structure of urban-rural division has increasingly become a key factor restricting economic development and realizing modernization. In order to explore the positive impact of urban-rural integration on economic and social development, Take a new road of urban-rural integration construction to eliminate dual structure of urban and rural areas, select this topic to study and explore. This paper adopts the method of combining the literature research and the empirical research in the social investigation research. Through the collection of the literature, the relevant personnel are interviewed deeply and the relevant empirical data are obtained. Combined with the public policy analysis, administrative management, social research and other theories to analyze these empirical materials. Then, taking the Erdao District of Changchun City of Jilin Province as an example, this paper analyzes the current situation of urban and rural integration, and aims at the problems of traffic barriers and land use restrictions, institutional obstacles, landless farmers and their sustainable development, urban and rural inequality, etc. This paper puts forward the establishment of the "three-in-one" social security account for land-lost farmers, the promotion of the reform of rural property rights, household registration, land and other systems, the establishment of a farmer's income security mechanism, and the implementation of the policy of equalization of public services and social security for urban and rural residents. It is beneficial to the sustainable development of the integration of urban and rural areas to formulate feasible plans and countermeasures to ensure the citizens to purchase houses in villages and towns.
