西部地区农村发展水平的测度与评价

【摘要】：农村发展有狭义与广义之分,狭义的农村发展仅仅指的是抛开农业问题和农民问题的农村地区的发展；而广义的农村发展既包括狭义的农村发展,也包括农业和农民的发展。本文所研究的农村发展即是广义的农村发展。在经济全球化背景下,不发达国家是制约全球经济整体发展的主要因素,而不发达国家中的农村又是阻碍其发展的主要问题。虽然中国在改革开放后经济增长迅猛,但仍然未能解决农村与城市的发展不平衡问题,城乡差距依然是我国的基本问题。因此,研究我国农村发展问题于我国而言具有重要意义。我国西部地区相比中部、东部地区更为落后,所以,本文以西部地区为研究对象,在梳理了相关文献和理论基础的前提下,从农业、农民和农村三个方面构建了测度农村发展水平的指标体系,以西部大开发为始点,利用2001-2012年间的统计数据,对西部从总体和各地区两个层面进行量化测度,并最终给出评价和政策建议。从西部总体层面来看,2001-2012年间西部总体的农村发展水平在不断提高,说明西部农村发展整体态势良好,而增长率的不稳定主要受国际经济形势和国内政府政策的变化所影响。另一方面,通过对西部地区农村发展的各影响因素分析,本文认为应当从提高农民收入和农业生产力两个方面着手。从西部各地区自身的农村发展变化来看,每个地区都和西部总体增长态势一致；而从西部各地区之间的比较来看,西部的北部地区农村发展水平较好,而西部的南部地区农村发展水平相对较差,西部地区内部的差距在2001-2012年间并没有得到有效的缩小。基于此,本文提出以下措施建议来解决以上问题：第一,提高农民收入；第二,提高农业生产力；第三,加强西部地区小城镇对农村的带动作用；第四,突出地域特色,实现差异化发展,缩小内部差距。
[Abstract]:Rural development is divided into narrow sense and broad sense. The narrow sense of rural development only refers to the development of rural areas without the problems of agriculture and farmers, while the broad sense of rural development includes both narrow and narrow rural development. It also includes the development of agriculture and farmers. The rural development studied in this paper is a broad sense of rural development. Under the background of economic globalization, underdeveloped countries are the main factors restricting the overall development of the global economy. The rural areas in the underdeveloped countries are also the main problems that hinder their development. Although China's economic growth has been rapid after the reform and opening up, it has still failed to solve the imbalance between rural and urban development. The gap between urban and rural areas is still the basic problem of our country. Therefore, it is of great significance to study the problem of rural development in China. The western region of China is more backward than the central part of China, so this paper takes the western region as the research object. On the premise of combing the relevant literature and theoretical basis, this paper constructs an index system to measure the level of rural development from three aspects of agriculture, farmers and rural areas, taking the development of the western region as the starting point and using the statistical data from 2001 to 2012. This paper measures the western region from the overall and regional levels, and finally gives the evaluation and policy recommendations. From the overall level of the western region, the overall rural development level of the western region is continuously improving during 2001-2012. It shows that the overall situation of rural development in the western region is good, and the instability of the growth rate is mainly affected by the changes in the international economic situation and domestic government policies. On the other hand, through the analysis of the various influencing factors of rural development in the western region, This paper holds that we should start from two aspects: raising farmers' income and agricultural productivity. From the perspective of the rural development and changes of the western regions, each region is consistent with the overall growth situation of the western region, and from the comparison between the western regions, The northern part of the west has a better level of rural development, while the southern part of the west has a relatively poor level of rural development. The gap within the western region has not been effectively narrowed in 2001-2012. This paper puts forward the following measures to solve the above problems: first, to raise farmers' income; second, to improve agricultural productivity; third, to strengthen the role of small towns in the western region in driving rural areas; and to highlight regional characteristics in 4th.
