温州市丽岙街道农房改造集聚建设现状研究

【摘要】：随着经济高速发展,着力破除城乡二元结构,推进城镇化发展已迫在眉睫,因此2011年温州市委贯彻落实党的十八大会议精神,提出了在全市范围内推行“三分三改”,以农房改造集聚建设为切入点,有序推进城镇化发展。本文以温州市丽岙街道为例,对农房改造集聚建设的现状进行研究,旨在探索推进农村城镇化进程的途径,为美丽乡村的推进提供参考依据。本文在阐述城乡统筹及集聚经济效应等相关概念理论的基础上,借鉴国内外相关经验和评价,对天津的“宅基地换房”、嘉兴的“两分两换十改联动”以及苍南的“三分三改”等建设模式的基本情况、主要做法、运行模式和主要特点简要说明,并将三种模式做了比较分析,从中得出对丽岙街道推行农房改造集聚建设的经验和启示。本文结合丽岙经济社会发展情况,通过大量的资料,对影响丽岙农房改造集聚建设的区位条件、自然条件、社会经济条件、人口分布、土地分布等各种因素进行全面深入介绍,并通过分析丽岙推行集聚建设的有利因素和不利因素,对丽岙采取的村内集聚和跨村集聚两个方案进行比较,并在文章的最后结合丽岙实际,提出了合理编制规划、注重区域特色、强化宣传监督、拓宽融资渠道、盘活闲置土地、保障农民权益、丰富村民精神生活等7条推行农房改造集聚建设的意见建议。
