中部地区农民工回流趋势与政策选择

【摘要】：2008年金融危机后,大量的农民工从东部地区回流返乡,社会总体上认为这是一种被迫式的回流。随着时间的推移,特别是新型城镇化建设的实施,回流农民工对回流地经济社会发展的积极作用越来越被社会所认同。农民工回流在中部地区经济社会快速发展和新型城镇化有效建设方面与东西部地区相比,具有更积极的意义。研究显示:中部地区农民工回流经历了由初期的"推(被动)"到近几年"拉(主动)"的过程,这一趋势与中部地区新型城镇化建设战略十分吻合。针对这一发展趋势,中部地区政府要以提供完善的公共服务为抓手稳住回流农民工,要尽可能地创造更多的就业和创业条件进一步吸引更多的农民工回流。
[Abstract]:After the financial crisis of 2008, a large number of migrant workers returned home from the eastern region. The society in general thought that this was a forced return. With the passage of time, especially the implementation of the new urbanization construction, The positive role of migrant workers in the economic and social development of the backflow areas is more and more recognized by the society. Compared with the eastern and western regions, the return of migrant workers in the rapid economic and social development of the central region and the effective construction of new urbanization. The study shows that the return of migrant workers in the central region has experienced a process from "pushing (passive)" to "pulling actively" in recent years. This trend is very consistent with the new urbanization construction strategy in the central region. In view of this development trend, the central region government should take the provision of perfect public services as the grip to stabilize the return of migrant workers. To create as many jobs and entrepreneurial conditions as possible to further attract more migrant workers back.
