盘锦市兴隆台区新农保扩面的问题及对策研究

【摘要】：农村社会养老保险是社会保障体系必不可少的一部分。盘锦市兴隆台区农村社会养老保险事业在取得成绩的同时,也暴露出诸多的问题,再加上工业化、城市化、老龄化对经济发展、社会发展所造成的影响,这就更需要完善兴隆台区的新农保制度。立足盘锦市兴隆台区的具体情况,结合在兴隆台区的走访调查结果,就如何优化兴隆台区新农保扩面问题提出了比较合理、有针对性的建议。首先,着重简介本文探讨的背景、意义、重要概念界定以及国内和国外的研究现状。通过对兴隆台区新农保扩面的基础及内容、进程及成效等方面的调查,分析了兴隆台区新农保扩面的发展进程,总结了兴隆台区新农保扩面存在的急需解决的主要问题,具体归纳为四个方面：一是资金统筹不均衡；二是现行保障水平偏低；三是基层管理协调推进难；四是农民参保意识不强。其次,以福利经济学理论、制度化管理理论、公平理论等具体理论为依据,借鉴国内外先进经验,结合盘锦市兴隆台区本地实际情况,借鉴国内外的先进经验,提出盘锦市兴隆台区新农保扩面优化方案设计及优化方案的可行性分析。最后,针对盘锦市兴隆台区新农保扩面进程中面临的问题,逐一分析,提出具体可行性对策。主要包括：完善新农保基金管理体系；完善新型农村养老保险制度建设；加大政府对新农保的扶持力度；完善农民参保的激励机制。希望能通过对盘锦市兴隆台区新型农村社会养老保险扩面问题的研究对全国的顺利实施与全面覆盖提供一定的借鉴。
[Abstract]:Rural social endowment insurance is an indispensable part of the social security system. While the rural social endowment insurance in Xinglongtai District of Panjin City has made achievements, it has also exposed many problems, along with industrialization and urbanization. The impact of aging on economic development and social development, which makes it even more necessary to improve the new rural security system in Xinglongtai District. Based on the specific situation in Xinglongtai District of Panjin City and combined with the results of the survey conducted in Xinglongtai District, This paper puts forward some reasonable and targeted suggestions on how to optimize the expansion of new rural insurance in Xinglongtai District. First of all, the background and significance of this paper are briefly introduced. Through the investigation of the foundation, content, process and effect of the new rural insurance extension in Xinglongtai District, this paper analyzes the development process of the new rural insurance extension surface in Xinglongtai District. This paper summarizes the main problems that need to be solved urgently in Xinrongtai District, which are concretely summed up in four aspects: first, the imbalance of funds, secondly, the low level of current security; third, the difficulty of promoting the coordination of grass-roots management; Fourth, farmers' awareness of participating in insurance is not strong. Secondly, on the basis of specific theories such as welfare economics theory, institutionalized management theory, equity theory, and so on, drawing lessons from advanced experience at home and abroad and combining with the local actual situation in Xinglongtai District of Panjin City, Drawing on the advanced experience at home and abroad, this paper puts forward the feasibility analysis of the optimization scheme design and optimization scheme of the new rural insurance expansion plane in Xinglongtai District, Panjin City. Finally, the paper analyzes the problems in the process of the new rural insurance expansion plane in Xinglongtai District, Panjin City, one by one. The concrete feasible countermeasures are put forward, including: perfecting the management system of the new rural insurance fund; perfecting the construction of the new rural old-age insurance system; increasing the government's support for the new rural insurance; It is hoped that the study on the extension of the new rural social old-age insurance in Xinglongtai District of Panjin City can provide some reference for the smooth implementation and comprehensive coverage of the whole country.
