基于曲面拟合的基准地价评估方法研究

【摘要】:政府土地管理部门要想科学有效地进行土地管理和政策的制定,需要准确地了解目标城市区域的土地价格变动趋势和变动规律,需要了解目标区域内各用途土地的平均价格。基准地价是在一定区域城市空间中,在一段特定的时间内,对土地使用价值进行的一种较为宏观的经济测度,这种经济测度需要反映该城市范围内土地市场的一些基本情况。随着我国市场经济的发展,包括土地制度在内的各项制度也在不断的完善和发展,土地市场也进一步成熟。这时候的土地评估方法也需要做一些与时俱进的改变和发展,其中最直接的需求就是将基准地价的间接评估方法改为直接法的评估,这是土地评估发展的大趋势。这种直接的土地评估是以基准土地价格体系,宗地土地价格体系为代表组成的土地价格评估体系。本文进行拟合模型的应用分析的主体思路大体是:通过计算机的拟合,将样本数据在合理的算法之下“分布化”到整个研究区域,再通过计算机技术使曲面解析式通过图像得以展示,方便其结果的分析、使用。本论文的主要成果:建立了地价拟合的数学模型;通过应用型研究验证了模型的可行性,并指出模型的后续发展可能。
[Abstract]:In order to carry out scientific and effective land management and policy formulation, the government land management departments need to accurately understand the changing trends and laws of land prices in the target urban areas. There is a need to understand the average price of land for various uses in the target area. The benchmark land price is a more macro-economic measure of the land use value in a given region's urban space for a specific period of time. This kind of economic measurement needs to reflect some basic conditions of the land market within the city scope. With the development of the market economy in China, various systems, including the land system, are constantly improving and developing. The land market is also further maturing. At this time, the land assessment method also needs to make some changes and developments with the times, among which the most direct demand is to change the indirect assessment method of the benchmark land price to the direct assessment method. This is a major trend in the development of land assessment. This direct land assessment is based on a system of land prices. The main idea of the application and analysis of the fitting model in this paper is: the computer fitting, the land price evaluation system is the representative of the land price evaluation system, and the main idea of the application analysis of the fitting model in this paper is: the computer fitting, The sample data is "distributed" to the whole research area under the reasonable algorithm, and the analytic form of the surface can be displayed through the image through computer technology, which is convenient for the analysis of the results. The main results of this paper are as follows: the mathematical model of land price fitting is established, the feasibility of the model is verified by the applied research, and the possibility of further development of the model is pointed out.
