基于耕地功能保护的都市区高标准基本农田划定

【摘要】:目前,我国最重要的战略之一就是进行大规模的高标准基本农田建设,2011年颁布的全国“十二五”规划纲要明确提出要“大规模建设旱涝保收高标准农田”,力争2015年建成高标准基本农田4亿亩,2020年争取达到8亿亩,在国家的高度重视下建设高标准基本农田任务已在各地相继展开。为了确保粮食安全,保护耕地的质量,同时也是为了能够更好地完成高标准基本农田建设任务。学者们开始对耕地保护展开研究,而多数是对农业产区的研究或者仅是对耕地质量方面的研究,要想更快、更好地完成建设任务就要对高标准基本农田进行科学的划定。都市区作为城市发展到一定时期的产物,它具有优越的区位因素,同时都市区耕地也存在着被建设用地占用压力大、占用可能性大的风险,如何划定都市区高标准基本农田也成了完成高标准基本农田建设任务与城市高速发展矛盾点所在。本论文以天津市环城四区为研究对象,一方面这四个区承载着建设高标准基本农田的任务承载着粮食安全,生态安全等作用,另一方面这四区的土地也是天津市社会经济发展的一个重要平台。所以从保护耕地多功能的角度对研究区进行高标准基本农田划定的研究具有重大的战略意义。通过耕地属性界定耕地的多种功能,以天津市分等中间数据及相关数据为基础建立ArcGIS数据库,选取量化因子与评价模型,通过ArcGIS的空间分析对各功能进行评价。在此基础上,分别采用逐级修正与类型组合两种自划定方法对研究区耕地进行高标准农田建设类型划定,并将结果分为三种类型区给予建设意见,结果表明逐级修正的分区表现出都市区圈层分布状态,类型组合的分区结果表现出连片性的分布特征。
[Abstract]:At present, One of our country's most important strategies is to carry out large-scale construction of basic farmland of high standard. The outline of the "12th Five-Year Plan" issued in 2011 clearly states that "large-scale construction of high standard farmland for drought and waterlogging" should be carried out in order to be completed in 2015. High standard basic farmland 400 million mu, 2020 strive to reach 800 million mu, In order to ensure food security and protect the quality of cultivated land, the task of building high standard basic farmland has been carried out one after another under the state's high priority. Scholars have begun to study the protection of cultivated land, most of which are for agricultural production areas or only for the quality of cultivated land, if they want to do so more quickly. Better completion of the construction task requires the scientific delineation of high standard basic farmland. As a product of a certain period of urban development, metropolitan areas have superior location factors. At the same time, the cultivated land in the metropolitan area also has the risk of being occupied by the construction land under great pressure and the possibility of occupation. How to delimit the high standard basic farmland in the metropolitan area has also become the contradiction point between the task of completing the high standard basic farmland construction and the rapid development of the city. This paper takes the fourth district around the city of Tianjin as the research object. On the one hand, these four districts are carrying the task of building high standard basic farmland, bearing the role of food security, ecological security, etc. On the other hand, the land of the four districts is also an important platform for the social and economic development of Tianjin, so it is of great strategic significance to study the high standard basic farmland delineation in the research area from the angle of protecting farmland multi-function. Defining the various functions of cultivated land through the attribute of cultivated land, The ArcGIS database is established on the basis of graded intermediate data and related data in Tianjin. The quantitative factors and evaluation models are selected, and the functions are evaluated by the spatial analysis of ArcGIS. Two self-delimiting methods of stepwise correction and type combination were used to demarcate the cultivated land of high standard farmland construction in the study area, and the results were divided into three types of areas to give suggestions for construction. The results show that the modified zoning shows the distribution state of the urban circle layer, and the partition result of the type combination shows the characteristics of piecewise distribution.
