平阳县休闲农业发展现状与政策建议

【摘要】：休闲农业最主要的目的是为了给城里人提供休闲服务,它是一种通过农业生产条件和农业景观资源,对旅游、休闲和观光进行开发的一种农业生产经营模式。休闲农业能够很好的对农业资源进行开发,通过农业环境的改善和农业经济产业结构的调整使农民收入得到提高。休闲农业通过对旅游资源、农业产品的大力开发,结合了农业生产、艺术加工、科技应用以及游客参与农务等,让游客通过休闲农业享受大自然的情趣。休闲农业的基础是农业活动,通过结合农业和旅游业而形成的一种交叉型产业,也是基于农业生产,结合了现代旅游业的一种新型农业。本文以浙江省温州市平阳县为典型案例,通过对平阳县休闲农业发展现状的SWOT分析,较系统研究了平阳县在发展休闲农业道路上取得的一些成效和发展过程中的一些不足之处,有针对性地提出一系列政策建议,比如要在全县范围内加强政府主导,创新管理体制;加强休闲农业产品开发,建立品牌形象;再者要加强休闲农业从业人员的培养,提高服务质量;加强平阳县休闲农业产业的建设;加强从对平阳县休闲农业的宣传;坚持可持续发展理念。平阳县休闲农业发展的经验将有助于其它地区推进休闲农业发展方式提供借鉴。
[Abstract]:The main purpose of leisure agriculture is to provide leisure services to city dwellers. It is a kind of tourism through agricultural production conditions and agricultural landscape resources. A mode of agricultural production and management for the development of leisure and sightseeing. Leisure agriculture can develop agricultural resources very well. Through the improvement of the agricultural environment and the adjustment of the agricultural economic and industrial structure, farmers' income has been raised. Through the vigorous development of tourism resources and agricultural products, leisure agriculture combines agricultural production and artistic processing. The application of science and technology, as well as the participation of tourists in agricultural affairs, enable tourists to enjoy nature's interests through leisure agriculture. The foundation of leisure agriculture is agricultural activities, and a cross-type industry formed by combining agriculture with tourism is also based on agricultural production. This paper takes Pingyang County, Wenzhou City, Zhejiang Province as a typical case, and analyzes the present situation of leisure agriculture in Pingyang County, Zhejiang Province by SWOT. This paper systematically studies some achievements and deficiencies in the development of leisure agriculture in Pingyang County, and puts forward a series of policy recommendations, such as strengthening government leadership throughout the county. Innovating the management system, strengthening the development of leisure agricultural products, establishing brand image, strengthening the cultivation of leisure agriculture practitioners, improving the quality of service, strengthening the construction of leisure agriculture industry in Pingyang County; Strengthening the propaganda of leisure agriculture in Pingyang County and adhering to the concept of sustainable development. The experience of leisure agriculture development in Pingyang County will be helpful to other regions to promote the development of leisure agriculture.
