杭州市萧山区林权流转的问题与对策研究

【摘要】：近年来,在中央、省市政府的领导下,集体林权制度改革正在全面推进,林权流转是集体林权制度改革中主要的改革内容之一,本文通过参考林权流转文献资料和实际调查相结合,运用系统的分析方法,对萧山区林权流转存在问题与对策进行研究,介绍了萧山区林权流转现状及取得的成效,深入分析了萧山区林权流转过程中存在的流转程序有待规范、流转合同不规范、融资难、林权流转市场化程度低等问题,并结合萧山区实际情况有针对性的提出改革的建议和对策。本文研究认为萧山区林权流转需要在进一步规范林权流转程序、加强林权流转合同管理、发展多种林权流转方式、建立健全林权流转市场、加大林区基础设施建设、强化政府监管和服务等方面采取措施,正确处理好林农、经营单位、市场和政府的关系,加快推进林权流转有序健康发展,真正实现林区经济发展,林农增收,为萧山区政府制定林权流转的相关政策提供重要的参考依据,为全国其他县市研究林权流转及政府决策提供借鉴。
[Abstract]:In recent years, under the leadership of the central, provincial and municipal governments, the reform of the collective forest tenure system is being promoted in an all-round way, and the circulation of forest rights is one of the main contents of the reform of the collective forest right system. In this paper, the problems and countermeasures of forest property right circulation in Xiaoshan District are studied by referring to the literature and actual investigation, and the present situation and effect of forest property right circulation in Xiaoshan District are introduced. This paper deeply analyzes the problems existing in the process of forest property right circulation in Xiaoshan District, such as the procedure to be standardized, the non-standard circulation contract, the difficulty of financing, the low degree of marketization of forest property right circulation, etc. According to the actual situation of Xiaoshan District, the paper puts forward some suggestions and countermeasures for the reform. This paper thinks that the circulation of forest rights in Xiaoshan District should be further standardized, the contract management of forest property rights should be strengthened, and a variety of modes of forest property rights circulation should be developed. To establish and improve the market for the circulation of forest rights, increase the construction of infrastructure in forest areas, strengthen government supervision and service, and take measures to correctly handle the relations among forest farmers, business units, markets and governments, and accelerate the orderly and healthy development of the circulation of forest rights; To realize the economic development of forest area and increase the income of forest farmers provide an important reference basis for the government of Xiaoshan District to formulate the relevant policies of forest property right circulation and provide reference for other counties and cities in the country to study forest property right circulation and government decision-making.
