【摘要】：随着我国农业现代化进程的加快,农民专业合作组织表现出蓬勃发展的态势,解决了小农户与大市场对接的体制壁垒,提高了农民的组织化程度,使我国的农业从传统农业向现代农业快速转型,让广大农户在参与农业生产经营一体化过程中实现了增产、增收,公平分享了现代农业的红利和文明成果。山西省农民专业合作社的发源地——晋中市,起步早,发展迅速。尤其是近年来,农民专业合作社数量急剧增长,覆盖范围不断扩大,服务内容逐渐多样化,保持了良好的发展势头。但伴随着农民专业合作社的迅猛发展,其背后也隐藏了一些问题,自身规模小、实力弱、服务层次低、规范化程度不高、利益联结机制松散、整体竞争力不强、可持续发展后劲不足等,使合作社在参与市场竞争中处于不利的地位,影响了农业规模化发展。这就要求合作社必须创新发展思路,提高自我发展能力,争取在市场竞争中的有利地位,最大限度实现其社员的经济利益。因此设法破解这些难题,规范合作社发展路径,提高农业产业化经营程度已成为当务之急。本文章通过对晋中市农民专业合作社的运行管理机制进行研究,一是概括当前的运行模式,二是根据其发展现状,梳理取得的成效与存在的问题,三是从创新发展思路,寻求合作社之间再联合,完善合作社管理体系,创新利益联结机制,培养专业管理人才等方面,提出促进农民专业合作社持续、健康发展的路径。
[Abstract]:With the acceleration of agricultural modernization in our country, professional cooperative organizations of farmers have shown a vigorous development trend, which has solved the system barrier of connecting small farmers with large markets, and has improved the degree of organization of farmers.The rapid transformation of agriculture from traditional agriculture to modern agriculture has enabled farmers to increase production and income in the process of participating in the integration of agricultural production and management, and have fairly shared the dividends and civilized achievements of modern agriculture.Shanxi province farmer specialized cooperative birthplace-Jinzhong city, starts early, develops rapidly.Especially in recent years, the number of farmers' specialized cooperatives has increased rapidly, the coverage has been continuously expanded, the service content has been gradually diversified, and the good development momentum has been maintained.However, with the rapid development of farmers' specialized cooperatives, some problems are hidden behind them, such as small scale, weak strength, low service level, low standardization level, loose mechanism of interest association and weak overall competitiveness.The lack of stamina in sustainable development makes cooperatives in a disadvantageous position in participating in market competition, which affects the large-scale development of agriculture.This requires cooperatives to innovate their thinking of development, improve their ability to develop themselves, strive for a favorable position in market competition, and maximize the economic interests of their members.Therefore, it is urgent to solve these problems, standardize the development path of cooperatives and improve the management degree of agricultural industrialization.This article carries on the research to the operation management mechanism of the farmers' specialized cooperative in Jinzhong city. The first is to summarize the current operation mode, the second is to sort out the achievements and problems according to the present development situation, and the third is to think about the innovation and development.In order to improve the cooperative management system, innovate the mechanism of interest association and train professional management talents, this paper puts forward the way to promote the sustainable and healthy development of farmers' professional cooperatives.
