农业现代化背景下北京市家庭农场发展政策研究

【摘要】：随着城镇化进程的加快和农村剩余劳动力的转移,直接从事农业生产的农民减少,农村出现了耕地无人耕种的现象,传统的农业生产组织方式已经不适应农业现代化的发展要求。家庭农场应运而生,但对我国来说还属于新生事物。本文基于我国推进农业现代化的背景,从政策措施层面就如何促进家庭农场健康发展这一问题进行研究探讨。文章在阅读大量文献资料的基础上,总结了国内外相关研究成果,概括了国内外家庭农场的发展经验,运用文献研究法、问卷调查法、访谈法、对比研究法和数据分析法等研究方法,选取北京市有代表性的家庭农场深入实地进行调查研究,获取当前北京市家庭农场发展现状的第一手资料,结合相关数据进行深入分析,发现北京市家庭农场发展过程中存在的问题,结合我国的实际情况,同时借鉴国内外家庭农场发展的先进经验,在此基础上从发展原则、指导思想、认定标准、注册登记制度、土地流转机制、金融支持、政策扶持、社会化服务体系和后备人才培养等方面提出了促进北京市家庭农场健康发展的政策建议,以期能对北京市家庭农场的可持续发展提供借鉴参考。
[Abstract]:With the acceleration of urbanization and the transfer of surplus rural labor, the number of farmers directly engaged in agricultural production has decreased, and the phenomenon of uncultivated land in rural areas has emerged.The traditional way of agricultural production organization has not been adapted to the development requirements of agricultural modernization.Family farm arises at the historic moment, but still belong to new thing to our country.Based on the background of promoting agricultural modernization in China, this paper makes a study on how to promote the healthy development of family farms from the aspect of policies and measures.On the basis of reading a large amount of literature, this paper summarizes the relevant research results at home and abroad, summarizes the development experience of family farms at home and abroad, and applies literature research, questionnaire survey, interviews, etc.Comparing research methods and data analysis methods, select representative family farms in Beijing to conduct in-depth field investigation and study, obtain first-hand information on the current situation of family farm development in Beijing, and conduct in-depth analysis combined with relevant data.Find out the problems in the development of family farm in Beijing, combined with the actual situation of our country, at the same time draw lessons from the advanced experience of family farm development at home and abroad, on this basis, from the development principles, guiding ideology, standards, registration system,In the aspects of land transfer mechanism, financial support, policy support, socialized service system and training of reserve talents, this paper puts forward some policy suggestions to promote the healthy development of family farms in Beijing.In order to provide reference for the sustainable development of family farms in Beijing.
