福清市村级服务站建设的现状、问题及发展对策研究

【摘要】：村级服务站与计划经济下的供销社有着相似的地方,随着时代的变迁,原有的供销系退出来历史舞台,但农村地区缺少这样的组织形式也是一个问题,因而,村级服务站就诞生了。与“三农”问题有着密切的联系,村级服务站点是承接农技成果转化、服务农民的一种基层农技推广体系创新与发展的有益尝试,是在我国传统农业科技推广体系难以满足现代农业建设对农业科技多元化、多层次需求的严峻形势下,为有效解决农业科技推广的瓶颈环节而建立起来的。本文的研究具有重要的理论意义和实践意义。对于像村级服务站这种题材很少有学者去关注,本文的研究极大的丰富了这一领域的研究,理论意义重大；同时本文的研究对于福清市在村级服务站的建设方面给出了具体的参考意见,有着重要的实践意义。本文的研究以福清市村级服务站建设的现状、问题及发展对策等为研究内容,其研究目的就是发现福清市农村地区的服务站建设的现状什么,存在的问题是什么,并最终提出解决问题的对策：本文的研究采用了多种研究方法,包括：案例研究法、文献回顾法、理论研究法等。全文共有六个部分组成,第一部分是绪论,是本文的必要组成部分,明确本文研究的背景、意义、目的以及研究现状等：第二部分是相关概念与理论基础,主要以信息不对称理论、委托代理理论等作为本文研究的依据,该部分为后面的研究打下坚实的基础；第三部分为福清市村级服务站建设的现状及存在的问题,该部分是本文的重点研究内容,该部分从现状和问题两个方面进行分析和阐述,通过研究发现,福清市的村级服务站普及率不高、基础设施薄弱、站内人员素质不高等问题,这些问题阻碍了福清市农村地区的发展；第四部分发达地区村级服务站建设的先进经验借鉴,本文选取了浙江和江苏两个省的村级服务站作为福清市对比的对象,通过对比为福清市村级服务站的建设提供了有益的参考和借鉴作用；第五部分为福清市村级服务站建设发展对策,从资金补贴制度、投资力度、市场机制、人才培养、激励机制等五个方面提出了福清市村级服务站建设发展的对策。
[Abstract]:Service stations at the village level are similar to supply and marketing cooperatives under the planned economy. With the change of the times, the original supply and marketing departments have retreated to the historical stage. However, the lack of such an organizational form in rural areas is also a problem, so, Village-level service stations were born. They are closely related to the problems of "agriculture, rural areas and farmers". Village service stations are a beneficial attempt to carry on the transformation of agricultural technology achievements and serve the farmers in the innovation and development of the grass-roots agricultural technology extension system. It is in the grim situation that the traditional agricultural science and technology extension system in our country is difficult to meet the diversified and multi-level demand for agricultural science and technology in the construction of modern agriculture. In order to effectively solve the bottleneck of agricultural science and technology extension, the research in this paper has important theoretical and practical significance. For such topics as village service stations, few scholars pay attention to, The research in this paper has greatly enriched the research in this field, which is of great theoretical significance. At the same time, the research in this paper has given specific reference opinions for the construction of village service stations in Fuqing. This paper focuses on the status quo, problems and development countermeasures of the construction of village service stations in Fuqing City. The purpose of this study is to find out what the present situation of the construction of service stations in the rural areas of Fuqing City is. What are the existing problems, and finally put forward solutions: this study uses a variety of research methods, including: case study method, literature review method, theoretical research method, etc. The full text consists of six parts, including: case study method, literature review method, theoretical research method and so on. The first part is the introduction, which is a necessary part of this paper. It clarifies the background, significance, purpose and research status of this paper. The second part is the related concepts and theoretical basis, mainly based on the information asymmetry theory. The principal-agent theory is the basis of this paper, which lays a solid foundation for the later research. The third part is the status quo and existing problems of Fuqing village-level service station construction, which is the key research content of this paper. This part analyzes and elaborates from the current situation and the question two aspects, through the research discovers, the Fuqing village level service station popularization rate is not high, the infrastructure is weak, the station personnel quality is not high, and so on. These problems hinder the development of Fuqing rural areas. The fourth part of the advanced experience of the construction of village service stations in developed areas, this paper selected two provinces of Zhejiang and Jiangsu village-level service stations as the comparative object of Fuqing. The fifth part is the development countermeasures of Fuqing village-level service station, from the fund subsidy system, investment dynamics, market mechanism, talent training, This paper puts forward the countermeasures for the construction and development of village service station in Fuqing City from five aspects, such as incentive mechanism.
