温宿县土地利用总体规划实施评估研究

【摘要】:自1980年以来,我国逐步经历了三轮不同指导思想、不同发展理念的规划编制和实施工作,从第一轮规划的“一保吃饭,二保建设”的规划目标到本轮规划“创新、协调、绿色、开放、共享”的发展理念,我国的土地管理制度的规范以及人们对土地开发利用的认识在不断提高。规划实施评价工作在整个规划实施过程中一直是备受关注的焦点问题,通过正确的评价,可以反映一个县市在规划期内,规划实施的成效,以及规划的合理性、可行性。通过规划实施评价工作,我们能够及时发现并且修改完善规划在实施过程中的不合理之处,同时为规划提供具有针对性的建议和举措。本文通过大量阅读规划实施评估相关文献之后,最终选择利用空间吻合度模型以及综合评价模型构建一套较为客观合理的双重评价模型,同时提出空间偏离度模型,从空间布局、理论指标实现度等方面对温宿县现行土地利用总体规划进行科学、准确的评估,评价结果如下:(1)首先本文以综合评价模型进行温宿县土地利用总体规划的定量评估,评估分数为92.17分,执行规划良好,但是温宿县节约集约整体分数不高,人均城镇工矿用地虽然是满分,但是总体比较高,人均农村居民点用地规模目标实现程度为82.43分,地均二三产业产值分值为80.25分,城镇化与用地增长系数为78.86分,充分说明温宿县城市、农村、工业园区土地利用集约节约度不高,土地扩张浪费问题比较明显。(2)其次根据空间吻合度提出空间偏离度、拟合度相关模型,结果显示温宿县农用地发展偏移比较严重,从偏移度看,耕地偏离度为1%,林地为1.12%,园地为0.76%,草地为0.21%,其他农用地发生偏移为2.48%;从拟合度看耕地为0.95,林地为0.85,园地为0.84,草地为1.04,其他农用地为1.43,数据显示农用地规划实施过程中,发生变化的图斑中有将近一半或者一半以上的图斑不符合规划,经核实主要是由于当地农民规划意识薄弱,主要以市场和政府为导向经常改变种植方式,同时工业园区重工业产业污染影响土地生长环境,造成土地退化。通过综合评价模型和空间偏离度、拟合度模型结论可以发现两个模型能够很好对规划进行合理评估,两者能够互补,综合评价模型是通过定量分析规划目标和指标完成情况反映规划整体完成情况,而空间偏离度和拟合度从空间布局变化反演土地利用规划实施现状。同时使用两个模型可以全面对温宿县总体规划实施评估。
[Abstract]:Since 1980, China has gradually experienced three rounds of planning, formulation and implementation of different guiding ideas and different development concepts, from the planning objectives of the first round of planning "one guarantee food, the second guarantee construction" to the current round of planning "innovation, coordination, green,"The development concept of opening and sharing, the norm of land management system and people's understanding of land development and utilization are improving.The evaluation of planning implementation has always been the focus of attention in the whole process of planning implementation. Through correct evaluation, it can reflect the effectiveness, rationality and feasibility of planning implementation in a county and city during the planning period.Through the evaluation of planning implementation, we can timely discover and improve the unreasonable points in the implementation process of the planning, and at the same time provide targeted suggestions and measures for the planning.After reading a large number of relevant documents on planning implementation evaluation, this paper finally chooses to use spatial coincidence model and comprehensive evaluation model to construct a set of objective and reasonable double evaluation model, and puts forward spatial deviation model at the same time.Scientific and accurate evaluation of the current overall land use planning in Wenshu County is carried out from the aspects of spatial layout and degree of realization of theoretical indicators.The evaluation results are as follows: 1) first of all, this paper uses the comprehensive evaluation model to carry out quantitative evaluation of the overall land use planning in Wenshu County. The evaluation score is 92.17 points, and the implementation plan is good, but the overall score of intensive saving in Wenshu County is not high.Although the average urban industrial and mining land per capita is full score, the overall level is relatively high. The degree of realization of the per capita rural residential land scale target is 82.43 points, the value of output value of the secondary and tertiary industries is 80.25, and the coefficient of urbanization and land use growth is 78.86 points.It is fully explained that the land use intensive saving degree is not high and the problem of land expansion waste is obvious in Wenshu county, rural area and industrial park. Secondly, according to the spatial coincidence degree, the paper puts forward the spatial deviation degree and fitting degree correlation model.The results show that the migration of agricultural land development in Wenshu County is quite serious, and from the angle of migration,The deviation degree of cultivated land is 1, forest land is 1.12, garden land is 0.76, grassland is 0.21, other agricultural land is shifted to 2.48; in terms of fitting degree, cultivated land is 0.95, woodland is 0.85, garden land is 0.84, grassland is 1.04, other agricultural land is 1.43. Data show that agricultural land planning is in the process of implementation.Nearly half or more of the map spots that have changed are not in accordance with the plan. It has been verified that this is mainly due to the lack of awareness of the local farmers' planning and the frequent changes in planting methods mainly guided by the market and the government.At the same time, industrial park heavy industry pollution affects the land growth environment, resulting in land degradation.Through the comprehensive evaluation model and the spatial deviation, the conclusion of the fit degree model can be found that the two models can evaluate the planning reasonably, and the two models can complement each other.The comprehensive evaluation model reflects the overall completion of the planning by quantitative analysis of the completion of the planning objectives and indicators, while the spatial deviation and fitting degree invert the present situation of land use planning from the spatial layout changes.At the same time, two models can be used to evaluate the overall planning of Wenshu County.
