甘肃农业转移人口市民化成本及分担机制研究

【摘要】:城镇化是衡量一个国家现代化程度的重要标志,我国目前人口城镇化率为56.1%,户籍人口城镇化率只有41.2%,远低于发达国家80%以上的平均水平,这一差距对我们新型城镇化建设提出了更迫切的要求。加快城镇化步伐的关键就是推进农业转移人口市民化。推进农业转移人口市民化一方面有利于扩大内需,充分释放居民的居民消费潜力,促进消费和投资,另一方面为城乡发展一体化提供了有效途径。农业转移人口是我国城镇化、工业化、现代化发展不同步的产物,是中国社会所独有的一类特殊群体。他们在城镇生活,却享受不到与城镇居民同等的福利待遇,这种状态持续时间过长,会严重阻碍城镇化的发展,影响社会稳定。因此,农业转移人口市民化是城镇化发展的关键。而目前,市民化进程缓慢,根本原因就是市民化需要付出巨额成本。因此,开展农业转移人口市民化成本测算和成本分担机制的构建研究,刻不容缓。本文研究了甘肃省农业转移人口市民化成本及分担机制,获得的主要结论是:1.甘肃省农业转移人口的数量庞大,增长速度快,但是城镇化起点低、整体水平低、发展速度慢、发展后劲不足。甘肃的经济总量和人均收入在全国居于落后地位,城市和农村发展水平均较落后,就业问题突出,财力基础薄弱,严重制约了农业转移人口的市民化;2.农业转移人口市民化的成本包括社会保障成本、义务教育成本、住房成本和基础设施建设成本。采用分类加总求和法、上下限成本法和OLS模型估计法,测算出甘肃农业转移人口市民化人均成本在5.03~16.14万元,根据需转移的农业转移人口数量和上限成本,测算出农业转移人口市民化所需要的总成本为799.23亿元;3、甘肃农业转移人口市民化成本数额巨大,其分担机制必须以政府主导为主,在义务教育、社会保障、住房建设、公共基础设施建设及各项社会管理服务方面承担主要的支出。鼓励企业和社会团体等为农业转移人口提供必要的培训就业服务。明确各级政府成本分担责任,提升城镇接纳农业转移人口的能力,企业积极分担,农业转移人口主动承担,充分发挥市场作用,顺利实现农业转移人口市民化。
[Abstract]:Urbanization is an important indicator to measure the degree of modernization of a country. At present, the urbanization rate of China's population is 56.1 and the urbanization rate of registered residents is only 41.2, which is far lower than the average level of more than 80% in developed countries.This gap to our new-type urbanization construction put forward more urgent requirements.The key to speed up the pace of urbanization is to promote the urbanization of agricultural transfer population.On the one hand, promoting the urbanization of agricultural transfer population is conducive to expanding domestic demand, fully releasing the residents' consumption potential, promoting consumption and investment, on the other hand, it provides an effective way for the integration of urban and rural development.Agricultural transfer population is the product of urbanization, industrialization and modernization in China, and it is a special group in Chinese society.They live in cities and towns, but they can not enjoy the same welfare treatment as urban residents, which lasts for too long, will seriously hinder the development of urbanization and affect social stability.Therefore, the urbanization of agricultural transfer population is the key to the development of urbanization.At present, the process of citizenship is slow, the fundamental reason is that the city needs to pay a huge cost.Therefore, it is urgent to study the construction of the cost calculation and cost sharing mechanism of agricultural transfer population.This paper studies the cost and sharing mechanism of popularizing the agricultural transfer population in Gansu Province. The main conclusion is: 1.The agricultural transfer population in Gansu Province is large and the growth rate is fast, but the starting point of urbanization is low, the overall level is low, the development speed is slow, and the development stamina is insufficient.Gansu's total economic output and per capita income are lagging behind in the whole country, the level of urban and rural development is relatively backward, the problem of employment is prominent, and the financial base is weak, which seriously restricts the urbanization of the agricultural transfer population.The cost of urbanization includes social security cost, compulsory education cost, housing cost and infrastructure construction cost.By using the summation method of classification and sum, the cost method of upper and lower limit and the method of OLS model estimation, the per capita cost of agricultural transfer population per city in Gansu is estimated to be 5.03 ~ 161400 yuan, according to the number and upper limit cost of agricultural transfer population to be transferred.It is estimated that the total cost required for the urbanization of the agricultural transfer population is 79.923 billion yuan. The cost of the urbanization of the agricultural transfer population in Gansu Province is huge. Its sharing mechanism must be dominated by the government, in compulsory education, social security, and housing construction.Public infrastructure construction and various social management services bear major expenditures.Enterprises and social groups are encouraged to provide the necessary training and employment services for the agricultural transfer population.It is clear that all levels of government are responsible for cost sharing, so as to promote the ability of cities and towns to accept the agricultural transfer population, to actively share the enterprises, to take the initiative of the agricultural transfer population, to give full play to the role of the market, and to smoothly realize the urbanization of agricultural transfer population.
