新疆阿勒泰地区实施精准扶贫的几点思考

【摘要】："精准扶贫"意味着扶贫工作进入到一个新阶段,开始一个新起点。目前,新疆阿勒泰地区精准扶贫存在的问题和困难主要表现在:连续多年的脱贫工作之后,脱贫任务已经成为"硬骨头",越来越难"啃";对国家扶贫信息录入系统的贫困户调查了解、动态跟踪管理不够精准;贫困户家底薄、收入低,抵御风险能力差,因学致贫、因病致贫仍是致贫的主要原因之一,农村贫困人口劳动力文化素质整体较低等方面。为到2017年如期实现脱贫目标,必须要坚决落实行政首长负责制,进一步加强农村基础设施建设,抓好扶贫开发与农村低保有效对接工作,加大培训和教育力度,加强基层组织建设,努力做好扶贫政策、扶贫工作的宣传解释工作。
[Abstract]:Precision poverty alleviation means that poverty alleviation work enters a new stage and begins a new starting point.At present, the problems and difficulties of precision poverty alleviation in Altay region of Xinjiang are mainly manifested in the following aspects: after years of continuous efforts to eradicate poverty,The task of getting rid of poverty has become a "hard bone", and it is becoming more and more difficult to "gnaw"; to investigate and understand the poor households in the national poverty alleviation information entry system, the dynamic tracking management is not accurate enough; the poor households have a poor family background, low income, poor ability to resist risks, and are poor as a result of learning.Poverty caused by illness is still one of the main causes of poverty.In order to achieve the goal of eradicating poverty by 2017 on schedule, we must resolutely implement the responsibility system of the executive heads, further strengthen the construction of rural infrastructure, do a good job in effectively connecting poverty alleviation and development with rural minimum living standards, and intensify training and education.Strengthen the construction of grass-roots organizations, strive to do a good job in poverty alleviation policies, poverty alleviation work propaganda and interpretation work.
