科学发展观视域下的我国粮食安全研究

【摘要】：粮食是国家与社会获得发展的基本保障,没有粮食这个战略物资作为支撑,人民的生存都成了问题,也就谈不上国家与社会能有所发展。发展国民经济,保证粮食安全至关重要。研究粮食安全有着重大的意义,是我国的现实需要。从国内国外对粮食安全的最新研究来分析,通过阐述科学发展观的内涵,结合粮食安全的基本内容和重要性,分析从科学发展观的视域出发,针对安全问题提出与之相关的要求,认为想要确保粮食的安全,不能缺少发展及以人为本,除此之外,还需要确保持续性发展,而在落实粮食安全方面,注重统筹兼顾是其根本方法。我国的粮食安全从建国以来取得了长足的进步,粮食的稳步增长保证了粮食供给,人们的粮食的需求得到了有力保障,保障粮食安全不是短期行为,而是属于长期性的一种行为,在推进粮食流通改革过程中,做到兼顾粮食的安全性。在科学发展观的视域下,我国粮食安全还面临许多挑战,粮食稳定发展面临的压力很大,粮食安全除了人口增长带来的各种问题影响之外,还受制于资源环境等方面的约束,而粮食安全的各项资源还需统筹兼顾的整合。造成这些问题的原因有很多,主要在于我国的农业发展不平衡,基础设施薄弱；人口增长带动了粮食需求的增加；工业发展破坏了粮食生产环境,不利于可持续发展；而在粮食安全统筹兼顾体系中,需要完善与提升的空间还很大。注重强化保障我国粮食安全,提出对策,包括坚持发展粮食生产能力,围绕以人为本的核心开展粮食安全建设,加强宏观调控,改善环境,使粮食发展全面协调有持续,调整结构,兼顾粮食的安全性。粮食安全不是儿戏,直接关系到我国的全局性发展,关系到我国国民经济发展、社会稳定和国家自立。党中央、国务院始终把这项工作摆在突出位置,充分说明了国家对粮食安全的高度重视。因此,我们要继续以科学发展观为指导,落实好粮食安全的保障工作,不断加强建设粮食安全及其体系,让人民能吃到放心安全的粮食。尽管实现和谐小康社会及建设社会主义美好新村需要多方面的因素进行支撑,但是不能缺少粮食安全方面的保障,也就是必须保障我国粮食安全。
[Abstract]:Grain is the basic guarantee for the development of the country and society. Without the strategic material of grain as the support, the survival of the people becomes a problem, and there is no way for the state and the society to develop.Developing the national economy and ensuring food security are of vital importance.The study of grain security is of great significance and is the practical need of our country.Based on the latest research on food security at home and abroad, this paper expounds the connotation of the scientific concept of development, combines the basic content and importance of the food security, and analyzes from the perspective of the scientific development view.Making relevant demands on security issues, considering that to ensure food security, there can be no lack of development and a people-centred approach, in addition to the need to ensure sustainable development and, in the context of the implementation of food security,Paying attention to overall planning is its fundamental method.China's food security has made considerable progress since the founding of the people's Republic of China. The steady increase in grain supply has ensured the supply of grain, and the demand for food has been guaranteed by people. Ensuring food security is not a short-term act.It is a long-term behavior. In the process of promoting grain circulation reform, grain safety should be taken into account.In the view of scientific development view, China's food security is still facing many challenges, the pressure of food stability and development is very great, and food security is constrained by the resources and environment, in addition to the impact of various problems brought by population growth.And the resources of food security still need the integration of overall consideration.There are many reasons for these problems, mainly due to the imbalance of agricultural development in China, the weak infrastructure, the increase of food demand driven by population growth, the destruction of food production environment by industrial development, and the unfavorable impact on sustainable development.But in the grain security overall plan consideration system, the need consummates and promotes the space to be also very big.Focusing on strengthening and safeguarding China's food security, putting forward countermeasures, including insisting on developing grain production capacity, carrying out food security construction around the core of people-oriented, strengthening macro-control, improving the environment, and making grain development comprehensive and sustainable.Adjust the structure and take into account the safety of grain.Food security is not a joke, it is directly related to the overall development of our country, related to the development of our national economy, social stability and national independence.The Party Central Committee and the State Council have always placed this work in a prominent position, fully demonstrating the state's high importance of food security.Therefore, we should continue to take the scientific concept of development as the guide, implement the work of ensuring food security, and constantly strengthen the construction of food security and its system, so that the people can eat safe food.Although the realization of a harmonious well-off society and the construction of a beautiful new socialist village need to be supported by many factors, we cannot lack the guarantee of food security, that is, we must ensure the food security of our country.
