江西省林业有害生物防治社会化服务体系研究

【摘要】：江西省是我国商品林经营区之一,林业用地面积占1060万公顷,城市绿化率和森林覆盖率位居全国第二。为了更好地掌握林权改革后江西省林业有害生物社会化防治体系发展动态,科学制定林业有害生物社会化防治的组织管理办法,为日后防治工作提供理论依据,本文对江西省有害生物社会化防治体系进行全面的描述,并选取了省内两家相关有害生物防治企业公司进行调查。现阶段江西省有害生物社会化防治正处于快速发展时期,其中存在许多问题和不足。本论文通过对近年来国际上和国内有害生物社会化防治体系研究对比,旨在探讨江西省林业有害生物社会化防治体系构建中存在问题的深层次原因,对目前相关工作和具体实施政策进行简单评价,并在此基础上构建一个以政府指导体系为主、市场化服务组织为骨干和主力的高效林业有害生物防治体系。另外,行政事业单位改革是中国经济体制、行政体制改革的重要组成部分,本论文能为整个相关行业行政事业单位的改革提供一些借鉴,为林业有害生物社会化防治提供一些方向。本研究对林业有害生物防治检测预警体系建设,社会化防治组织机构和林业生态可持续稳定发展都提出了良好的建议,可为日后从事相关行业人员提供参考信息。
[Abstract]:Jiangxi Province is one of the commercial forest management areas in China, with a forest land area of 10.6 million hectares. The urban green rate and forest coverage rate rank second in China.In order to better understand the development trend of forestry pest socialized control system in Jiangxi Province after forest property right reform, the organization and management methods of forestry pest socialized control were formulated scientifically, which provided the theoretical basis for the future control work.In this paper, the system of socialized pest control in Jiangxi Province is described, and two related pest control enterprises in Jiangxi province are investigated.At present, the socialization of pest control in Jiangxi Province is in a period of rapid development, in which there are many problems and deficiencies.In this paper, by comparing the international and domestic social pest control systems in recent years, the purpose of this paper is to explore the deep-seated reasons of the problems in the construction of forestry pest socialized control system in Jiangxi Province.This paper briefly evaluates the relevant work and concrete implementation policies, and on this basis, constructs an efficient forestry pest control system with government guidance system as the main body and market-oriented service organizations as the backbone and main force.In addition, the reform of administrative institutions is an important part of the reform of China's economic system and administrative system. This paper can provide some reference for the reform of administrative institutions in the whole related industries.To provide some directions for socialized control of forestry pests.This study has put forward good suggestions for the construction of forestry pest control detection and warning system, socialized control organization and sustainable and stable development of forestry ecology, which can provide reference information for the personnel engaged in related trades in the future.
