武威市农业结构调整与农产品质量安全关系的探究

【摘要】：在我国社会经济的快速发展背景下,城乡居民的收入水平日益提高,其消费观念也逐渐更加科学。尤其是随着大健康时代的到来,食品及农产品质量安全问题越来越受到社会各界的广泛关注,消费者对农产品质量安全水平的要求也不断提高,传统农业转型是现代农业发展的重要节点,但农业转型过程中农业结构调整必须满足农产品质量安全的需求。如农业结构调整忽略农产品质量的安全,其促进农民增收的效应是短期性的,非可持续的。河西走廊不仅是我国通向新疆和中亚的要冲,更是一路一带战略的主要节点之一。为适应新时期国家战略发展的需求,需要优化农业结构,提高农产品质量安全,这就急需梳理农业结构调整和农产品质量安全的关系,从而保证农业结构调整过程中农产品质量安全的逐步提高。本文以河西走廊的武威市为例,通过走访调查武威市农牧局、武威市统计局、武威市农村工作办公室、武威市农产品质量安全监督管理站等相关单位,收集了甘肃武威市现代农业发展过程中2013-2014年农业相关数据资料,分析了武威市农业结构调整所做的主要工作和取得的成效,结合农业产业结构调整过程中调查发现的农产品质量安全现状,深入剖析武威市农业结构调整与农产品质量安全之间的关系,挖掘存在的问题与不足,提出现代农业发展和农产品安全的对策,从而为解决武威市“三农”问题提供重要出路。主要得出以下几点结论:1.2014年武威市农业增加值达94.7亿元,位列甘肃省第一。农民人均纯收入7834元,增长12.5%。新建设施农业19.2万亩,累计达78.7万亩;特色林果33.04万亩,累计达121.23万亩。全市牛、羊、猪存栏量分别达到83.5、593.2、153.4万头(只),肉蛋奶总产量达到30.8万吨。推广旱作农业72.2万亩、高效农田节水技术252.4万亩。2.武威市农业结构调整的现状主要包括调整产业结构,调整品种结构,增强基础设施和组织方式。产业结构从种植业结构为主调整为设施养殖业、温室种植业、特色林果业、高效节水大田农业等多种产业共存的结构;品种结构从单一的谷物生产调整为高产养殖品种、特色高端种植品种、速生高效林果品种等多种品种生产格局;基础设施方面提升了装备水平;组织方面优化了营销结构,完善了组织结构。3.对近年来武威市农产品质量安全状况进行分析,结果显示在武威农业结构调整的同时不断加强农产品质量监督管理,构建了市县乡三级农产品质量安全责任体系。同时加强了农产品质量安全宣传教育,推进了农业标准化生产,加强了农业投入品监管等。4.分析了农业结构调整和农产品质量关系方面,其中农业结构调整和农产品质量安全具有共同的驱动力,农产品质量安全是农业结构调整的核心组分,而农业结构调整为提高农产品质量安全创造了契机。5.提出了武威市农业结构调整和农产品质量安全的原则性建议。

Especially with the advent of the era of health, and food quality and safety problems of agricultural products and more attention from all sectors of society, consumer demand for quality and safety of agricultural products also continue to improve, the transformation of traditional agriculture is an important node in the development of modern agriculture, but agricultural transformation of agricultural structure adjustment process must meet the quality and safety of agricultural products. Such as the adjustment of agricultural structure to ignore the quality of agricultural products safety, the effect of increasing farmers' income is short-term, non sustainable. This paper takes Wuwei city in Hexi Corridor as an example, through the investigation of Wuwei city agriculture bureau, Wuwei Municipal Bureau of statistics, the Rural Work Office of Wuwei City, agricultural Wuwei product quality safety supervision stations and other related units, the collection process of the development of modern agriculture in Gansu city of Wuwei in the 2013-2014 years of data and information related to agriculture, analyses the main industry structure adjustment of agriculture in Wuwei done and the results achieved, combined with the quality of agricultural products in the agricultural structure adjustment survey found the security situation, in-depth analysis of the relationship between the adjustment of agricultural structure and agricultural product quality and safety in Wuwei, mining problems and shortcomings, put forward the development of modern agriculture and agricultural product safety The countermeasures to solve the problem of "three agriculture" in Wuwei city provides an important way out. The main results are as follows: 1.2014 years of Wuwei City, the agricultural added value reached 9 billion 470 million yuan, ranked first in Gansu province.
