现代特色农业发展综合评价及对策——以广西为例

【摘要】：现代特色农业发展是我国农民增收、农村经济发展的主要动力。以广西为例,在运用五阶段划分法对广西现代农业发展阶段进行测评的基础上,利用综合指标评价法从农业投入水平、特色资源利用水平、农业产业化水平、农业产出水平、农村经济社会发展水平和农业可持续发展水平等六大方面共选取28个指标测评广西现代特色农业发展水平。将测评结果和全国平均水平对比发现,广西目前处于农业现代化快速发展阶段,落后于全国平均水平的初步农业现代化实现阶段,必须将现代农业和特色农业统筹发展。广西现代特色农业进程缓慢,面临生产资金投入不足、劳动生产率低、耕地资源限制、有效灌溉率低、化肥使用量过度、部分特色产业优势不明显、农副产品加工增值率低、节水覆盖率低等诸多问题。在此基础上,提出通过如下措施来推进现代特色农业发展:利用资源优势,发展特色休闲观光农业;加大财政支持,稳定特色农业生产效益;强化农业教育,培育新型特色职业农民;推进土地流转,促进特色农业规模化;延伸产业链,提高特色农业附加值;利用生态循环理念,走特色农业可持续发展道路。
[Abstract]:Modern characteristic agriculture development is our country farmer increases income, the main motive force of rural economy development.Taking Guangxi as an example, on the basis of using the five-stage division method to evaluate the development stage of modern agriculture in Guangxi, the comprehensive index evaluation method is used to evaluate the level of agricultural input, the level of utilization of characteristic resources, the level of agricultural industrialization, and the level of agricultural output.A total of 28 indexes were selected to evaluate the development level of modern characteristic agriculture in Guangxi in six aspects, such as the level of rural economic and social development and the level of agricultural sustainable development.By comparing the evaluation results with the national average level, it is found that Guangxi is in the stage of rapid development of agricultural modernization, which lags behind the initial stage of realizing agricultural modernization at the national average level, so modern agriculture and characteristic agriculture must be developed as a whole.The process of modern characteristic agriculture in Guangxi is slow, faced with insufficient investment in production funds, low labor productivity, limited cultivated land resources, low effective irrigation rate, excessive use of chemical fertilizer, the advantages of some characteristic industries are not obvious, and the processing and added-value rate of agricultural and sideline products is low.Low water-saving coverage rate and many other problems.On this basis, the following measures are proposed to promote the development of modern characteristic agriculture: to utilize the advantages of resources to develop characteristic leisure and sightseeing agriculture; to increase financial support, to stabilize the benefits of characteristic agriculture production; and to strengthen agricultural education.Cultivate new characteristic professional farmers; promote the land circulation, promote the scale of characteristic agriculture; extend the industrial chain, improve the added value of characteristic agriculture; use the idea of ecological circulation, take the road of sustainable development of characteristic agriculture.
