晋中市农业企业化经营对农户增收的影响研究

【摘要】：伴随我国工业化、信息化、城镇化和农业现代化进程的加快,国家越来越重视“三农”问题,而“三农”问题的核心是农民问题,农民问题的核心是收入问题,增加农民收入对于全面建成小康社会有重大现实意义,而增加农户收入的有效途径是实现农业企业化经营。作为家庭承包经营制度之后我国农村改革的“第二次飞跃”,农业企业化经营是农村经济体制的又一次创新。晋中市作为山西省三大现代农业示范区之一,新型农业经营体系丰富多样,尤其是农民专业合作社发展迅猛。所以本文以晋中市为例,分析了晋中市农业企业化经营及农户收入的现状,从资本、人才、科技等方面探索农业企业化存在的问题；从规模化、科技化、效益化、市场化、结构化等方面构建测算农业企业化水平的指标体系,结果显示晋中市农业企业化水平一直在提高,说明晋中市在推进农业企业化发展方面取得了一定的成效。2010年晋中市农户人均收入是7768元,2020年要达到小康社会翻一番的目标为15536元。通过对晋中市100户农户近7年(2008-2013)的调查,从农户户主基本特征,农户种植基本情况、农产品销售渠道、农户收入等方面,对比分析了加入农民专业合作社农户和未加入农户的情况,着重从横向和纵向对比农户加入合作社前后人均收入的变化,以及与未入社农户进行比较,并预测到2020年人均收入能否达到15536元,结果显示入社农户的人均收入一直在提高,并且高于未入社农户的人均收入,说明农业企业化经营促进了农户增收。农户通过参与农业企业化经营,提高了农作物单产、降低了农业经营成本、转变了农业经营方式,收入明显增加,预算2020年的人均收入远远超出了目标,而未入社农户的人均收入还没有达到目标,从而鼓励未入社农户参与农业企业化经营。根据以上结论,为了农业企业化经营更好地促进农户增收,本文建议晋中市政府：加大财政扶持力度,完善农村金融体系;多种方式转移农业劳动力,促进城镇化；完善农户与经营主体的利益联结机制,扩大企业规模;大力发展科技兴农,加强农业科技推广体系建设等。
[Abstract]:With the acceleration of industrialization, information technology, urbanization and agricultural modernization in China, the state is paying more and more attention to the issue of "agriculture, countryside and farmers", the core of which is the problem of farmers, and the core of the problem of farmers is the problem of income.Increasing farmers' income is of great practical significance for building a well-off society in an all-round way, and the effective way to increase farmers' income is to realize the management of agricultural enterprises.As the second leap in the rural reform after the household contract management system, the agricultural enterprise management is another innovation of the rural economic system.As one of the three modern agricultural demonstration zones in Shanxi Province, Jinzhong City has a rich and diverse new agricultural management system, especially the rapid development of farmers' specialized cooperatives.Therefore, this paper takes Jinzhong City as an example, analyzes the present situation of agricultural enterprise management and farmers' income in Jinzhong City, explores the problems existing in agricultural enterprise from the aspects of capital, talent, science and technology, and explores the problems existing in the industrialization of agriculture from the aspects of scale, science and technology, benefit, marketization, etc.The result shows that the level of agricultural enterprise in Jinzhong City has been improving.This shows that Jinzhong City has achieved certain results in promoting the development of agricultural enterprises. In 2010, the average income of farmers in Jinzhong City was 7768 yuan, and the goal of doubling the well-off society in 2020 was 15536 yuan.Through a survey of 100 peasant households in Jinzhong City for nearly 7 years (2008-2013), from the aspects of the basic characteristics of household heads of households, the basic situation of farmers' planting, the marketing channels of agricultural products, the income of farmers, and so on,This paper makes a comparative analysis of the situation of farmers joining the farmers' specialized cooperatives and the farmers who do not join the cooperatives, focusing on the horizontal and vertical comparison of the changes in the per capita income of the farmers before and after joining the cooperatives, as well as the comparison with the non-cooperative farmers.The result shows that the per capita income of rural households has been increasing and is higher than that of non-cooperative farmers, which indicates that the management of agricultural enterprises promotes the increase of farmers' income.By participating in the management of agricultural enterprises, farmers have raised the unit yield of crops, reduced the cost of agricultural management, changed the mode of agricultural management, and significantly increased their income. The budget for 2020 has far exceeded the target of per capita income.However, the per capita income of non-cooperative farmers has not yet reached the target, thus encouraging non-cooperative farmers to participate in the management of agricultural enterprises.According to the above conclusion, in order to promote farmers' income increase better by agricultural enterprise management, this paper suggests that Jinzhong city government should strengthen financial support, perfect rural financial system, transfer agricultural labor force and promote urbanization in various ways.We should improve the mechanism of farmers' interest association with the main body of management, expand the scale of enterprises, vigorously develop science and technology to invigorate agriculture, and strengthen the construction of agricultural science and technology extension system.
