城市化进程中失地农民就业问题研究

【摘要】：随着我国城市化进程的加快,城市规模不断扩大,将有更多土地被征用,越来越多的农村将走向城市化的道路,农民将失去原先赖以生存的土地,农民就业逐渐向非农方向转变。但是,我国目前大多数失地农民都是属于文化和技能低、资金少的弱势群体,往往被排挤在现代工业大门之外,失地农民就业难、增收难的问题已成为影响社会稳定和城市化进程的障碍性因素。有专家称,21世纪中国的问题是农民问题,农民的问题是就业问题。在农民就业问题中,由于失地农民为我国城市化进程做出了相当大的牺牲,他们未来的生活出路应当成为城市化进程所必须解决的首要问题。失地农民是发展城市化的必然产物,而失地农民就业是城市化发展过程中所必然面对的重大问题,如何在城市化发展的同时能够顺利解决失地就业问题,则是新世纪中一个崭新的课题。本文通过介绍我国当前城市化发展的具体特点,以及在这一进程中解决失地农民就业所存在的问题。采用Delphi(德尔非法)和AHP法(层次分析法)为主要技术依托,通过大量的问卷调查,并采用其他分析方法,提出了解决失地农民就业行之有效的模式
[Abstract]:With the acceleration of urbanization in China, the scale of cities is expanding, more and more land will be expropriated, more and more rural areas will go to the road of urbanization, and farmers will lose the land on which they used to live.The farmer employment gradually changes to the non-agricultural direction.However, at present, most of the landless peasants in our country belong to the disadvantaged groups with low culture and skills and low capital, and are often excluded from the door of modern industry, so it is difficult for the landless peasants to obtain employment.The problem of increasing income has become an obstacle to social stability and urbanization.Some experts say that China's problem in the 21 st century is the problem of farmers, and the problem of farmers is the problem of employment.In the problem of peasants' employment, because landless peasants have made great sacrifices for the process of urbanization in our country, the way out of their future life should be the first problem that must be solved in the process of urbanization.The land-lost peasants are the inevitable outcome of the development of urbanization, and the employment of land-lost farmers is an inevitable important problem in the process of urbanization development, how to solve the problem of land-lost employment smoothly while urbanization development.It is a new topic in the new century.This paper introduces the specific characteristics of the current urbanization development in China and the problems existing in solving the employment problems of landless farmers in this process.Based on Delphi (Delphil illegality) and AHP (Analytic hierarchy process), through a large number of questionnaires and other analytical methods, this paper puts forward an effective model to solve the employment of landless farmers.
