农产品产地初加工补助政策的效果及完善措施

【摘要】：农产品产地初加工补助政策解决了制约农业转型升级和农民增收发展的关键问题,项目实施四年来,有效帮助农户通过降低产后损失、提升加工产品质量、选择最佳销售时机等提高市场参与能力,推动了产业规模化、集聚化及一二三产业融合发展,缓解了农民增产不增收的难题。但这项农业生产者需求迫切、产业带动效应显著的政策,却面临政策覆盖面和支持力度不足、相关配套政策缺乏协同支撑、后续产业配套服务跟不上等问题,极大制约了政策效力的发挥。应将农产品产地初加工政策作为未来农业支持政策转型的重要方向,扩大实施范围和力度、强化相关政策的协同支持机制、完善配套市场服务体系。
[Abstract]:The policy of subsidizing the initial processing of agricultural products has solved the key problems that restrict the transformation and upgrading of agriculture and the increase of farmers' income. In the four years since the implementation of the project, it has effectively helped farmers to improve the quality of processed products by reducing their post-natal losses.Choosing the best marketing opportunity to improve the ability of market participation has promoted the development of industrial scale, agglomeration and integration of the first, second and third industries, and alleviated the problem of increasing production and income without increasing farmers' income.However, this policy, which is in urgent need of agricultural producers and has significant industry-driven effects, faces problems such as inadequate policy coverage and support, lack of coordinated support for relevant supporting policies, and lack of complementary services for subsequent industries.It greatly restricts the exertion of policy effectiveness.The primary processing policy of agricultural production area should be regarded as an important direction for the transformation of agricultural support policy in the future, the scope and intensity of implementation should be expanded, the cooperative support mechanism of related policies should be strengthened, and the supporting market service system should be improved.
