基于集体土地产权权能的农户宅基地退出意愿:上海松江、金山区的实证分析

【摘要】：农户退出宅基地是关系我国城镇化和新农村建设的重大问题。本研究从宅基地权能的角度探讨了农户退出宅基地的影响因素。通过实地调查上海松江、金山区的相关数据,建立了由29个指标作为基础变量的Logistic回归模型,定量分析了基于集体土地产权权能的农户对宅基地享有的各项权能基础的宅基地退出意愿。研究结果表明:1)农户对宅基地享有的权利认识清晰,退出意愿强烈;农户对宅基地退出的预期与福利感知中的期望补偿和宅基地退出后的经济状况较为关心,对宅基地发展权认知中的希望宅基地开发为商业用地意愿强烈。2)农户享有的宅基地权能主要有居住保障、使用权以及财产性权益等,对宅基地的权能认识越清晰,对自我权益的保护意识越强,保障农户权益不受损是其积极自愿参与宅基地退出的前提。3)在上海市等经济发达地区,农户对宅基地权能认识清晰,各项权能能得到有效保障,退出意愿较高。因此,在宅基地退出的实践中,探索建立赋予农户宅基地更加完整的权能,满足农户合理预期及补偿标准的退出机制,有利于引导农户宅基地有序退出。
[Abstract]:Peasant household withdrawal from homestead is a major problem related to urbanization and new rural construction in China.From the perspective of homestead power, this study discusses the influencing factors of farmers withdrawing from homestead.Based on the field investigation of the relevant data of Songjiang and Jinshan areas in Shanghai, a Logistic regression model with 29 indexes as the basic variables is established.Quantitative analysis of the homestead withdrawal will based on the collective land rights and the power of the farmers to the homestead.The results show that: 1) Farmers have a clear understanding of the rights of the homestead and have a strong desire to withdraw, and the farmers are more concerned about the expectation of homestead withdrawal and the expected compensation in welfare perception and the economic situation after the homestead withdrawal.To the homestead development right cognition hope homestead development for the commercial land will be strong. 2) the homestead power that the farmer enjoys mainly has the housing security, the right to use and the property rights and so on, the clearer the understanding to the homestead authority.The stronger the consciousness of protecting oneself rights and interests, the more important it is to protect the farmers' rights and interests, which is the premise of actively participating in the homestead withdrawal. 3) in Shanghai and other economically developed areas, the farmers have a clear understanding of the homestead rights and powers, and the rights and powers can be effectively protected.The willingness to quit is higher.Therefore, in the practice of homestead withdrawal, to explore the establishment of a more complete power to give farmers homestead, to meet the reasonable expectations of farmers and compensation standards of withdrawal mechanism, conducive to guide farmers to withdraw from homestead orderly.
