连片特困民族地区旅游精准扶贫机制研究——以四川藏区为例

【摘要】：当前,是我国全面建成小康社会的关键时期,我国的扶贫工作进入了精准扶贫的新阶段。连片特困民族地区是旅游精准扶贫的重点区域。由于旅游精准扶贫在我国尚属新生事物,结合实例的旅游精准扶贫机制亟待研究。以四川藏区这一连片特困少数民族地区为研究对象,在其贫困人口旅游受益的资本、权力和能力等方面限制性因素分析的基础上,剖析连片特困民族地区旅游精准扶贫的作用机理,提出了包容性可持续的旅游精准扶贫战略思路,构建了包括启动激励、目标导向、参与共享、监测评估的旅游精准扶贫机制体系,明确了四川藏区旅游精准扶贫机制的优化方向。
[Abstract]:At present, it is a key period for our country to build a well-off society in an all-round way, and the work of poverty alleviation in our country has entered a new stage of precision poverty alleviation.Continuous special-hardship areas are the key areas for accurate poverty reduction in tourism.As tourism precision poverty alleviation is still a new thing in our country, the mechanism of tourism precision poverty alleviation needs to be studied.Taking Sichuan Tibetan region as the object of study, on the basis of the analysis of the capital, power and ability of the poor population to benefit from tourism,This paper analyzes the mechanism of the precision poverty alleviation of tourism in the special poverty-stricken areas, puts forward an inclusive and sustainable strategic thinking of the precision poverty alleviation in tourism, and constructs a strategy that includes starting incentives, goal-oriented, participating in sharing, and so on.Monitoring and evaluation of the system of tourism precision poverty alleviation mechanism, the Sichuan Tibetan tourism precision poverty relief mechanism optimization direction.
