上海市农民专业合作社发展模式研究

【摘要】：“三农”问题的破解是全面建成小康社会的重要保证,而农村经济组织的创新和壮大是实现“三农问题”的破解必经之路。随着科学、信息、技术在农业生产经营中的广泛和深度应用,传统农业生产经营模式正面临着一场开创性的变革,农民专业合作社作为农村经济的重要组织形式,也面临着新的机遇和挑战。十八大以来,国家层面对三农问题给予更为高度的重视,对农民专业合作这一重要的农村经济发展载体提出更多和更高的要求。如何通过农民专业合作的发展实现“三农问题”带动农村经济向新的市场化的方向发展是目前我国面临的重要课题。基于这样背景,研究选取了上海市这一农民专业合作社发展较为迅速、成果较为显著的城市作为研究案例,以突出研究的代表性和前瞻性。但是,上海市农民专业合作社在发展过程中也存在着一些问题,这些问题如不能及时妥善地得到解决,将会影响农民专业合作社的持续健康快速发展。本文重点围绕上海市合作社发展模式问题开展了研究。论文应用了交易费用理论、农户集体行动理论和农业产业化经营理论等理论。论文首先在文献资料收集、实地调查的基础上,对上海市农民专业合作社发展现状进行了分析,详细阐述了上海市农民专业合作社主要几种发展模式的特点及优劣势,并指出了其在发展过程中存在的主要问题:发展规模偏小,带动力不强;人才缺乏,管理水平不高;组织化程度低,内部管理不规范;扶持政策弱,外部环境不理想等问题;最后,论文借鉴发达国家和地区农民专业合作社发展经验,结合上海市农民专业合作社发展的实际情况,提出了完善上海市农民专业合作社发展模式的对策建议:壮大发展规模,增强合作社带动力;加强教育培训,培养优秀人才;以规范促发展,完善内部运行机制;制定扶持政策,优化外部环境。
[Abstract]:The solution of the "three rural issues" is an important guarantee to build a well-off society in an all-round way, and the innovation and expansion of rural economic organizations is the only way to solve the "three rural issues".With the extensive and deep application of science, information and technology in agricultural production and management, the traditional agricultural production and management mode is facing a groundbreaking change.It also faces new opportunities and challenges.Since the 18th National Congress, more attention has been paid to the issue of agriculture, countryside and farmers at the national level, and more and higher demands have been put forward to farmers' professional cooperation as an important carrier of rural economic development.How to realize the "three rural issues" through the development of farmers' professional cooperation to drive the rural economy to a new market-oriented direction is an important subject facing our country at present.Based on this background, the study selects Shanghai, a city with rapid development and remarkable achievements, as a case study to highlight the representativeness and foresight of the research.However, there are some problems in the development of Shanghai Farmers' specialized Cooperative. If these problems can not be solved properly and timely, it will affect the sustainable and healthy development of the Farmer's specialized Cooperative.This paper focuses on the issue of cooperative development model in Shanghai.The paper applies transaction cost theory, farmer collective action theory and agricultural industrialization management theory.Firstly, on the basis of literature collection and field investigation, this paper analyzes the current situation of the development of Shanghai Farmers' specialized Cooperatives, and expounds in detail the characteristics and advantages and disadvantages of several main modes of development of Shanghai Farmers' specialized Cooperatives.It also points out the main problems in the process of development: small scale of development, weak driving force, lack of talents, low level of management, low degree of organization, non-standard internal management, weak supporting policy and unsatisfactory external environment, etc.Finally, the paper draws lessons from the experience of the development of farmers' professional cooperatives in developed countries and regions, combined with the actual situation of the development of farmers' professional cooperatives in Shanghai.The countermeasures and suggestions of perfecting the development mode of Shanghai farmer specialized cooperatives are put forward: to strengthen the scale of development, to strengthen the driving force of cooperatives, to strengthen education and training, to train outstanding talents, to promote the development by standardizing, and to perfect the internal operating mechanism.Formulate supportive policies and optimize the external environment.
